Position Summary
The Resident Project Representative (RPR) provides construction observation and contract administration services for airport and civil infrastructure projects throughout Florida. Acting as the owner's representative in the field, the RPR works closely with contractors, airport personnel, engineers, and project stakeholders to support successful project delivery.
Construction schedules are often dependent on project demands, weather conditions, and operational requirements. The outdoor field work is covered in the physical requirements and working conditions. Work hours may vary and frequently include early mornings, extended days, weekends, and overtime.
Essential Duties and Responsibilities
Responsibilities include, but are not limited to:
· Serve as a liaison between the airport owner, contractor, engineer, and project stakeholders.
· Observe and document construction activities to verify general conformance with project plans, specifications, and contract requirements.
· Maintain detailed daily construction reports and project records.
· Collect, review, and track project documentation, including shop drawings, Requests for Information (RFIs), change orders, pay applications, correspondence, and submittals.
· Take and organize project progress photographs.
· Monitor implementation of the contractor's quality control program.
· Assist with the review and administration of change orders.
· Coordinate and document field activities performed by subconsultants.
· Organize and participate in substantial completion and final inspections.
· Develop and manage contractor punch lists and verify completion of outstanding items.
· Collect and review as built documentation.
· Prepare project closeout documentation.
· Support project certification and final acceptance procedures.
· Maintain professional communication with clients, contractors, regulatory agencies, and project team members.
Minimum Qualifications
· High school diploma or equivalent.
· Minimum of two (2) years of experience in civil construction, construction inspection, construction observation, or related field.
· Valid driver's license and acceptable driving record.
· Ability to successfully pass airport security and FBI background checks.
· Ability to pass pre-employment and ongoing drug screening requirements.
· Authorization to work in the United States.
· Ability to travel throughout Florida, including extended overnight travel as required.
Preferred Qualifications
· Associate's or Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or related field.
· NICET certification or equivalent industry certification.
· Experience on airport, transportation, public infrastructure, or FAA funded projects.
· Familiarity with construction contract administration and project closeout procedures.
Knowledge, Skills, and Abilities
· Clear and effective verbal and written communication skills.
· Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and Teams.
· Strong organizational and documentation skills.
· Ability to manage multiple priorities and deadlines.
· Strong attention to detail and problem-solving abilities.
· Ability to work independently and as part of a project team.
· Ability to maintain positive working relationships with clients, contractors, regulatory agencies, and colleagues.
Physical Requirements and Working Conditions
This position requires extensive field work in active construction environments and varying weather conditions throughout Florida.
The employee must be able to:
· Work outdoors for extended periods in heat, humidity, rain, and direct sunlight.
· Walk, stand, climb stairs, ladders, scaffolding, and navigate uneven terrain.
· Lift and carry materials or equipment weighing up to 50 pounds.
· Safely access and traverse active construction sites.
· Perform visual inspections and document construction activities.
· Operate a motor vehicle for travel to project sites throughout Florida.
Travel Requirements
· Frequent travel throughout Florida is required.
· Overnight travel may be required based on project location, schedule, and client needs.
