Position Purpose:
The Road Supervisor is responsible for monitoring, supporting, and overseeing daily transit operations in the field and office to ensure service quality, safety, and policy compliance. This position serves as a mobile operations representative, providing real-time support to bus operators, responding to service disruptions, performing accident investigations and ensuring adherence to schedules and safety regulations. The Road Supervisor plays a critical role in maintaining service reliability, operator performance, and public satisfaction.
Essential Duties/Responsibilities:

Monitor transit service in the field to ensure on-time performance, operator adherence to routes and schedules, and compliance with agency policies.

Respond to incidents, accidents, breakdowns, or service disruptions, providing immediate support, documentation, and coordination with dispatch and emergency services.

Conduct operator evaluations, ride checks, and field observations to assess performance, safety, and customer service.

Represent the organization professionally when interacting with passengers, the public, and partner agencies.

Provide coaching, guidance, and technical assistance to operators in real-time to resolve service issues and ensure safe operations.

Support vehicle pull-outs, assist with detours, and implement emergency service plans as needed.

Serve as the first line of communication between field operations and the dispatch center, escalating issues when necessary.

Complete incident reports, field logs, and documentation related to accidents, road calls, or disciplinary issues.

Conduct field safety inspections and report hazards, unsafe conditions, or non-compliance with ADA and FTA regulations including reasonable suspicion determination and FTA post-accident testing threshold.

Conduct face-to-face conversations as needed with operators to adhere to RFTA’s fatigue management policy.

Assist with investigations related to complaints, safety violations, or service concerns.
Knowledge, Skills and Abilities:
Knowledge of transit operations, FTA/ADA/DOT safety regulations, emergency response procedures, and collective bargaining agreements. Skilled in conflict resolution, field supervision, operator coaching, and incident documentation. Ability to make quick, sound decisions under pressure, communicate effectively across departments and with the public, and ensure safety and performance compliance in real time.
Qualifications:

High school diploma or equivalent required; additional coursework in transportation, public administration, or supervision preferred.

2–4 years of experience in public transit operations or transportation supervision preferred.

Valid driver’s license (CDL with passenger endorsement preferred, or ability to obtain).

Strong knowledge of transit routes, policies, and safety protocols.

Experience in handling field incidents, coaching employees, and ensuring compliance.

Proficiency in using communication equipment, basic reporting tools and basic computer applications (Microsoft Office etc.).

Knowledge of FTA, ADA, and DOT regulations.
-
Drug and Alcohol Awareness Training, ICS 100 Incident Command System training is a plus.

Excellent problem-solving, communication, and interpersonal skills.
Scope of Authority:
Authorized to issue on-the-spot coaching or performance feedback to operators, respond to incidents, and implement service adjustments within established guidelines. Acts as the primary field liaison for operational decision-making, service recovery, and safety enforcement. May initiate incident investigations, report safety concerns, and recommend disciplinary action to management. Responsible for reconciling and restocking money banks for Customer Service.
Supervisory Responsibility:
This position directly supervises and provides mentorship to a team of approximately 15-20 Bus Operators. Additionally, this position is also responsible for direct supervision of a sector of the service area on a daily basis and can interface with 45-90 employees during the course of an assigned work day. The incumbent plans, organizes, provides instruction, supervises and reviews staff activities. Has final responsibility for completing driver performance appraisals, and provides input on promotions and transfers, disciplinary discussions, and terminations.
Working Conditions:
May drive motorized vehicle for long periods. Also encounter hazardous weather and road conditions, equipment failure, passenger complaints, and route detours.
Moderate physical activity required by handling objects up to fifty (50) pounds regularly and up to twenty (20) pounds frequently. Demonstrated physical ability to climb stairs, reach above shoulder level, walk for an extended distance, bend, stoop, lift, push/pull up to 70 pounds without assistance. This position may require sitting or standing for long periods of time.
Travels between facilities and throughout 70-mile transportation corridor. Some required travel within the state for training.
Incumbent may be scheduled to work at the Aspen or Glenwood Maintenance Facilities, day, night, or weekends. Schedules are chosen by seniority.
