POSITION: Public Benefits Specialist
STATUS: Full-time
CLASSIFICATION: Non-Exempt
REPORTS TO: IFRP Manager
PAY RATE: $21/hr
POSITION SUMMARY:
Under the guidance of the Illinois Welcoming Center Program Manager (IWC) , the Public Benefits Specialist will assist eligible families apply for state-sponsored resources such as Medicaid, SNAP and TANF, and access other non-IDHS services. Through case management, information and referral, interpretations/translations, and outreach, the Public Benefits Specialist will ensure community members across Will and Kankakee Counties receive and maintain the necessary assistance for self-sufficiency. This position will also oversee a cash assistance program for undocumented immigrants impacted by income and financial instability.
ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
Application Assistance & Client Support
- Assist clients with completing and submitting initial applications for IDHS-administered public benefits (e.g., SNAP, Medicaid, TANF, Child Care)
- Help clients gather required documentation and navigate follow-up steps, including calls or document uploads
- Provide appointment reminders or updates as needed to support timely application completion
- Assist with basic benefit redetermination paperwork under guidance from the manager
Information & Referrals
- Provide basic information to clients on eligibility requirements for various public benefit programs
- Refer clients to internal SCC programs or external partners for services such as housing, food, or legal aid
- Document referral activities and client interactions using agency-approved logs or forms
Interpretation & Translation
- Provide in-person or over-the-phone interpretation to support public benefit enrollment or referrals
- Translate simple forms or materials as assigned by the manager to either English or Spanish
- Accurately record language services provided
- Certified Interpreter (as of July 2026) *must obtain within 6 months of employment
Community Outreach Support
- Distribute outreach materials (flyers, brochures) at local schools, churches, and community events
- Assist with setting up outreach tables and tracking materials distributed
- Support group sessions or informational events by helping with logistics, sign-in, or language assistance
Documentation and Data Entry
- Log application support and client services into SCC and ICIRR tracking systems, as directed
- Maintain organized files and ensure timely submission of assigned data
- Alert the FRP Manager to any service issues, data inconsistencies, or client challenges requiring follow-up
MINIMUM QUALIFICATIONS
- Associate's degree required in social work, psychology, human services, applied behavioral science, or related field. Bachelor's degree preferred.
- Fluent in reading, writing and speaking in Spanish and English
- Experience working with immigrant and refugee populations preferred
- Minimum 1–2 years of experience in human services, case management, benefits navigation, or related work
- Must be able to pass a criminal background check
- Must have a valid driver’s license and reliable transportation
KNOWLEDGE, SKILLS, AND ABILITIES
- Familiarity with public benefit programs (training will be provided)
- High degree of cultural sensitivity and ability to work effectively with families from diverse racial, socio-economic, ethnic, faith and educational backgrounds
- Ability to provide client-centered, strengths-based, and trauma-informed support
- Proficiency in verbal and written translation and interpretation
- Excellent interpersonal communication, organization, and problem-solving abilities
- Ability to work independently and as part of a multidisciplinary team
- Familiarity with data entry and tracking systems; proficiency with Microsoft Office
- Must be fluent in English and Spanish (speaking, reading, writing)
PHYSICAL AND WORK ENVIRONMENT REQUIREMENTS
- Regular travel to partner agencies and a second site in Kankakee
- Ability to sit, stand, or walk for extended periods
- May involve occasional evening or weekend work depending on client needs and events
