Position Summary
The Operations Manager is the senior operations leader responsible for the safe, productive, and profitable execution of all self-performed
site and utility work. This position develops the schedules that drive the crews and oversees all production operations, equipment, and
manpower across the company's active projects — underground utilities, earthwork and grading, and site concrete and paving.
Reporting to the Owner/President, the Operations Manager translates project goals into field results by building and maintaining crew
schedules, directing daily production, allocating equipment and manpower where they are needed most, and leading and developing the
superintendents and foremen who run the work. This is a leadership role for someone who has come up through the field, knows civil
construction from the ground up, and can plan the work, resource it, and hold a team accountable while developing its people.
Key Responsibilities
Scheduling & Production Operations
Develop, maintain, and communicate the crew schedules that drive daily work, sequencing crews and tasks across all active projects to
keep every job on track.
Build short-interval and look-ahead schedules, adjusting daily and weekly as job conditions, priorities, and manpower change.
Oversee all production operations company-wide, ensuring crews meet or exceed budgeted units, footage, and daily production targets.
Monitor production rates against estimates and budgets; identify shortfalls early and take corrective action to protect schedule and
margin.
Partner with project managers, estimators, and ownership on schedules, sequencing, and constructability before and during construction.
Review plans, specifications, and site conditions to plan work, anticipate conflicts, and confirm crews are building it right the first time.
Quality Control
Oversee quality control across all scopes, ensuring work meets project plans, specifications, engineering requirements, and applicable
codes and standards.
Establish and enforce field quality standards for underground utility installation, grading and earthwork tolerances, and concrete and
paving work.
Verify layout, grade, compaction, materials, and workmanship through regular field inspections and coordination with inspectors,
engineers, and testing agencies.
Drive a "build it right the first time" culture that minimizes rework, punch list, and callbacks.
Ensure required documentation, testing, and inspections are completed and passing before work is covered or advanced.
Team Leadership & Supervision
Directly lead, supervise, and develop the company's superintendents and foremen; set expectations, hold crews accountable, and provide
coaching and feedback.
Assign crews and foremen to projects based on scope, skill, and workload, and adjust as project needs change.
Build bench strength by mentoring field leaders and identifying and developing the next generation of foremen and superintendents.
Lead by example in work ethic, professionalism, and standards; resolve field conflicts and personnel issues promptly and fairly.
Conduct regular field meetings and communicate priorities, changes, and lessons learned across the field organization.
Safety
Champion a strong safety culture and hold every crew and field leader accountable to company safety policies, OSHA requirements, and
site-specific plans.
Ensure trenching and excavation, traffic control, equipment operation, and utility work are performed to the highest safety standards.
Support incident prevention, jobsite inspections, toolbox talks, and prompt correction of unsafe conditions.
Manpower, Equipment & Cost
Own manpower planning across all projects — forecast crew needs, assign and move personnel to match the schedule, and coordinate
hiring needs with ownership.
Oversee equipment utilization across projects, coordinating with the fleet/equipment function to keep the right machines on the right jobs
and minimize idle time and rental cost.
Balance manpower and equipment across concurrent jobsites to meet priorities, hit schedule, and avoid downtime.
Manage field labor and production to control cost and protect project margins; understand how daily decisions affect the budget.
Ensure accurate daily reporting of production, labor, quantities, and equipment.
Qualifications
Required
10+ years of progressive field experience in heavy civil, site development, and/or underground utility construction, including significant
time in a general superintendent or operations management role.
Proven ability to schedule and manage multiple crews and field supervisors across concurrent projects.
Deep working knowledge of underground utilities (water, sewer, storm, and dry utilities), earthwork and grading, and site concrete and
paving.
Ability to read and interpret civil plans, specifications, grading plans, and utility profiles.
Strong understanding of crew scheduling, production rates, means and methods, sequencing, and jobsite logistics.
Thorough knowledge of construction safety requirements, including OSHA and trench/excavation safety.
Excellent leadership, communication, and problem-solving skills with the ability to hold a team accountable while developing it.
Valid driver's license and reliable transportation to travel between jobsites.
Preferred
Experience self-performing across all major site/utility scopes.
Familiarity with GPS/machine control, survey, and grade-checking technology.
OSHA 30, Competent Person (trenching/excavation), and first aid/CPR certifications.
Experience with construction scheduling and daily reporting software.
Bilingual (English/Spanish) a plus.
Physical Requirements & Work Environment
Work is primarily performed outdoors on active construction sites in all weather conditions.
Must be able to walk uneven terrain, climb, bend, and stand for extended periods, and lift up to 50 pounds as needed.
Regular travel between jobsites; extended hours may be required to meet project demands.
Must consistently wear required personal protective equipment (PPE).

Pay: $125,000.00 - $150,000.00 per year
