The City of Pleasanton is seeking an experienced, forward-thinking Senior Civil Engineer to serve as the City’s Capital Improvement Program (CIP) Manager. In this vital leadership role, you will guide the planning, development, and delivery of the City’s multi-year Capital Improvement Program, advancing projects that support safe transportation networks, high-quality public facilities, and well-maintained parks. This position oversees a talented in-house design team and collaborates extensively across departments to develop the City’s five-year CIP forecast, prioritize infrastructure needs, and align funding strategies with project goals. The CIP Manager leads the full project lifecycle, from early planning and environmental review through design, procurement, construction, and closeout, ensuring projects are delivered on time, within scope, and within budget. This role also serves as a key liaison to consultants, contractors, community members, and the City Council. EXAMPLE OF DUTIES
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the performance of complex civil engineering, while implementing policies and procedures as established by management. Plan, prioritize, assign, supervise and review the work of staff involved in performing a wide variety of professional and technical engineering duties. Develop, review and revise standards for the design and construction of facilities within the public right-of-way including streets, storm drains, sanitary sewers, water lines, roadway structures, traffic safety and control devices, pedestrian bridges and pathways, and public facilities.Support inspection staff by reviewing plan changes and material submittals, addressing non-compliance issues, and managing governing agreements, financial securities, and insurance documents. Manage Geologic Hazard Abatement Districts including preparation of annual assessment increases, budgets, design of maintenance and repair capital projects, and solicitation of vendors to perform inspections and construction work.
