Position Overview
We are seeking an experienced QA/Test Manager to lead quality assurance strategy, planning, execution and governance for a large-scale Electronic Health Record (EHR) SaaS implementation.
This position will lead the testing team and assume overall responsibility for quality and testing outcomes. The QA/Test Manager will coordinate testing across program leadership, IT teams, vendors, business users and clinical subject-matter experts.
The role requires extensive experience with EHR functional testing, healthcare data migration, ETL validation, system and integration testing, regression testing, user acceptance testing, defect management and vendor-release validation.
The selected candidate will ensure that EHR workflows, converted data, interfaces, SaaS configuration changes and vendor releases meet functional, clinical, security, privacy, audit and project-delivery requirements.
Key Responsibilities
- Lead the overall QA strategy, planning, execution and governance for the EHR SaaS implementation.
- Manage the testing team, testing schedules, resource plans, priorities and quality deliverables.
- Serve as the primary QA contact for program leadership, IT teams, vendors, business stakeholders and clinical users.
- Define the testing approach, quality gates, entry and exit criteria, acceptance criteria and release-readiness requirements.
- Report testing progress, quality metrics, defects, risks, dependencies and release status to project leadership.
- Ensure defects are documented, prioritized, assigned, resolved, retested and validated before deployment.
- Lead functional testing across EHR clinical, scheduling, orders, medications, pharmacy, documentation and billing modules.
- Validate end-to-end workflows across clinicians, nurses, pharmacy, registration, billing and administrative users.
- Ensure workflows satisfy business, clinical, regulatory and operational requirements.
- Lead system, integration and regression testing.
- Coordinate user acceptance testing with business and clinical subject-matter experts.
- Develop UAT scenarios, test cases, acceptance criteria and supporting test data.
- Guide UAT execution, defect triage, remediation, retesting and business sign-off.
- Validate SaaS configuration changes, patches, upgrades and vendor releases.
- Lead testing for migration and conversion of data from legacy EHR and ancillary systems.
- Validate patient, clinical, pharmacy, billing and historical records for accuracy, completeness and reconciliation.
- Review ETL processes, data mappings, transformation rules, validation rules and reconciliation reports.
- Perform or oversee source-to-target validation, pre-load and post-load testing, record counts, field-level verification and exception analysis.
- Coordinate testing of interfaces, inbound and outbound feeds, ancillary systems and downstream reporting.
- Validate data integrity, error handling, interface failures, recovery processes and reporting impacts.
- Create and maintain test plans, test cases, requirements-traceability matrices, defect records, execution results and test evidence.
- Ensure testing documentation satisfies audit, compliance and project-governance requirements.
- Support appropriate manual and automated testing approaches.
- Coordinate testing activities across vendors and multidisciplinary delivery teams.
- Identify and resolve risks or dependencies that could impede testing or release readiness.
- Work independently with minimal supervision in a structured enterprise or government environment.
Minimum Qualifications
- 11+ years of experience as a QA/Test Lead or QA/Test Manager.
- 11+ years of hands-on data validation, data migration and ETL testing experience.
- 11+ years of functional testing experience with EHR or healthcare SaaS platforms.
- 11+ years leading testing across clinical, scheduling, orders, medications, documentation and billing workflows.
- 11+ years validating end-to-end workflows across clinical and administrative roles.
- 11+ years leading EHR or ancillary-system data migration and conversion validation.
- 11+ years validating patient, clinical, pharmacy, billing and historical records for completeness, accuracy and reconciliation.
- 11+ years testing SaaS configuration changes and vendor releases.
- 11+ years coordinating interface, inbound/outbound feed and downstream-report testing.
- 11+ years creating and maintaining test plans, test cases, traceability matrices and test evidence.
- 11+ years coordinating testing with vendors, technical teams, business users and multidisciplinary stakeholders.
- 11+ years using test and defect-management tools such as Azure DevOps, ALM or Jira.
- 11+ years working in Agile, hybrid or comparable enterprise delivery environments.
- Strong written and verbal communication skills.
- Ability to communicate testing status, risks, defects and quality metrics to technical and nontechnical stakeholders.
Preferred Qualifications
- 6+ years supporting EHR implementations involving clinical, pharmacy and billing workflows.
- 6+ years working with healthcare standards such as HL7, FHIR, CCD/A, ICD and CPT.
- 6+ years working with HIPAA, healthcare privacy, security and government compliance requirements.
- Experience supporting state-government or public-sector healthcare systems.
- Experience coordinating multiple EHR vendors and ancillary-system providers.
- Experience establishing QA governance for a major SaaS implementation or modernization program.
Contract Information
Services are expected to begin September 3, 2026, and continue through August 31, 2027. The engagement is estimated at no more than 2,000 hours. The contract may be amended, renewed or extended by mutual written agreement.
Pay: $55.00 - $60.00 per hour
