JPURPOSE OF THE POSITION
The Program Manager – Enhanced Care Management (ECM) & Wraparound Services is responsible for the overall development, implementation, management, and operation of Youth & Family Programs' Enhanced Care Management and Wraparound programs.
The Program Manager establishes and maintains program infrastructure, ensures compliance with state and Medi-Cal requirements, develops policies and procedures, oversees service delivery, and supports staff in providing high-quality, trauma-informed, family-centered care.
This position provides supervision, coaching, mentoring, and training to staff regarding ECM and Wraparound philosophies, best practices, documentation standards, quality assurance, care coordination requirements, and program expectations.
The Program Manager works collaboratively with agency leadership, managed care plans, county agencies, child welfare, probation, behavioral health providers, schools, medical providers, community partners, youth, and families.
QUALIFICATIONSMINIMUM EDUCATION
Master's degree or currently working toward a master's degree in one of the following or a closely related behavioral health field:

- Counseling Psychology

- Child Development
- Social Psychology
- Human Services
- Closely related behavioral health field
EXPERIENCE
- Minimum of five (5) years of progressively responsible experience in child welfare, behavioral health, foster care, care coordination, Wraparound, Enhanced Care Management, or a related field.
- Supervisory and leadership experience strongly preferred.
- Minimum of two (2) years of supervisory experience preferred.
PREFERRED
- California licensure as an LCSW, LMFT, LPCC, or Licensed Psychologist, or license eligible.
- Knowledge and experience with CalAIM and Enhanced Care Management.
- Knowledge of High-Fidelity Wraparound.
- Knowledge of Medi-Cal regulations and documentation requirements.
- Experience working with Managed Care Plans.
- Experience with behavioral health systems, child welfare, probation, foster care, and community-based services.
- Knowledge of HIPAA and confidentiality requirements.
- Program development and implementation experience.
OTHER REQUIREMENTS
- Valid unrestricted driver's license.

- Must successfully complete applicable background clearances.

KEY RESPONSIBILITIES
- Provide overall management and operation of the ECM and Wraparound programs.
- Develop, implement, and oversee ECM and Wraparound program infrastructure.
- Establish and maintain effective program systems, workflows, and service-delivery processes.
- Oversee referrals, enrollment, admissions, service authorization, and discharge processes.
- Ensure ECM care coordination services meet applicable program standards.
- Monitor fidelity to the High-Fidelity Wraparound model.
- Develop and implement policies, procedures, workflows, and quality improvement initiatives.
- Support the continued development and growth of ECM and Wraparound services.
Regulatory & Program Compliance
- Ensure compliance with California Department of Health Care Services requirements, CalAIM, Medi-Cal, Managed Care Plans, Community Care Licensing, county and contractual requirements, and agency policies and procedures.
- Maintain current knowledge of laws, regulations, policies, services, and resources affecting program operations.
- Maintain and expand knowledge of CalAIM, Enhanced Care Management, High-Fidelity Wraparound, Medi-Cal regulations, HIPAA, and behavioral health systems.
- Ensure program practices support compliance with medical necessity and billing requirements.
Supervision, Coaching & Staff Development
- Provide supervision, coaching, mentoring, and support to assigned staff.
- Communicate expectations clearly and professionally.
- Conduct regular supervision meetings.
- Provide guidance regarding complex cases, documentation, service delivery, and program requirements.
- Support staff through organizational and program transitions.
- Assist in addressing staffing challenges.
- Promote professional development and ongoing education.
- Build a positive team culture and encourage interdisciplinary collaboration.
- Facilitate difficult conversations professionally and constructively.
- Provide corrective guidance and assist with corrective action plans when appropriate.
Documentation & Quality Assurance
- Ensure documentation is timely, complete, accurate, and compliant.
- Review, complete, and/or approve comprehensive assessments, individualized care plans, crisis plans, transition plans, case notes, case reviews, utilization reports, quality assurance audits, critical incident reports, monthly and quarterly reports, Medi-Cal documentation, Managed Care Plan documentation, county reports, and grant reporting when applicable.
- Maintain accurate records.
- Ensure documentation supports medical necessity and billing compliance.
- Ensure timely completion of documentation required for Medi-Cal reimbursement.
- Monitor documentation quality and accuracy.
- Support internal quality assurance and continuous quality improvement efforts.
Care Coordination & Collaboration
- Collaborate with county child welfare agencies, probation departments, behavioral health providers, schools, medical providers, Managed Care Plans, community-based organizations, youth, and families.
- Participate in Child and Family Team meetings, Family Team Meetings, IEPs, multidisciplinary team meetings, and other planning meetings as required.
- Coordinate effectively with community partners and referral sources.
- Respond promptly and professionally to Managed Care Plans and county partners.
- Support family-centered, trauma-informed care coordination.
- Assist in resolving client and family concerns.
Leadership & Decision Making
- Exercise sound professional judgment while maintaining regulatory and contractual compliance.

- Consult with agency leadership when appropriate.

- Ensure program operations support accurate documentation and reimbursement requirements.

WORK ENVIRONMENT
Work is performed in an office environment and includes case and program documentation, documentation review, quality assurance activities, staff supervision, meetings, program administration, and collaboration with other professionals.
Field Work
Regular travel is required throughout the agency's service areas to meet with staff, providers, Managed Care Plans, county agencies, youth, families, and community partners.
The position requires occasional evening meetings and participation in on-call leadership responsibilities as assigned.
