The Housing Authority of Yamhill County has an immediate opening for a Full-Time Director of Asset Management position in Yamhill County.
As part of the Executive team, this position oversees the physical, fiscal, resident and regulatory operations of the Housing Authority’s residential properties; areas of responsibility include oversight of Property Managers, Property Compliance Manager, management agents and service providers. Help conduct on-site inspections, compiling operating budgets, file audits and housing asset development; compile, analyze and present data and reports to board of directors; ensure compliance with financing obligations; and perform a variety of professional duties relative to assigned areas of responsibility.
Pay Range (Exempt)
$6,718 up to $7,777 monthly wage. Placement is typically at the starting probationary wage, depending on experience.
Compensation package:
This position provides outstanding benefits including fully paid medical, dental, vision (depending on coverage selected) and EAP, retirement 401(a) at 6 months which incorporates 6% employee contributions and 7% employer contributions. 12 paid holidays per year, along with a generous PTO program.
Hours per week: Full Time 40 hours typically Monday-Friday, 8:00 a.m. to 5:00 p.m.

POSITION RESPONSIBILITY:

Help conduct on-site inspections, compiling operating budgets, file audits and housing asset development; compile, analyze and present data and reports to board of directors; ensure compliance with financing obligations; and perform a variety of professional duties relative to assigned areas of responsibility.
POSITION FUNCTIONS:
The following represent the major essential and secondary duties of the position; however they are not intended to be all-inclusive. HAYC reserves the right to change, reassign, or combine job duties at any time.
1. Monitor, coordinate, and oversee the physical, fiscal, residential, and regulatory operations of the Housing Authority’s residential properties; areas of responsibility include oversight of Compliance Manager, Property Managers, management agents and service providers, on-site inspections, file audits, and assisting with preparation of annual operating budgets. Participates in the selection of new personnel, provides for training, evaluates performance, responds to grievances, takes disciplinary action, and recommends personnel actions.
2. Conduct site inspections to determine the physical condition and results of property maintenance activities; review property curb appeal; determine quality of rent ready units and maintenance group or service provider performance to ensure properties are well maintained and meet Housing Authority standards. Coordinate maintenance issues with maintenance staff and the Director of Development and.
3. Oversee property management operations to ensure optimum unit performance; track maintenance issues to ensure they are resolved in a timely and cost-effective manner; track occupancy reports; review and approve marketing plans, rental rates, and leasing incentives; evaluate property management or service provider performance and recommend corrective action as required; compile data and present reports.
4. Monitor the financial status of assigned properties; compare future unit projections with past performance; determine rent and utility increases; collect, compile and present rent comparability reports; determine market trends on occupancy levels in comparable housing; assist with preparation of annual operating budgets.
5. Monitor occupancy levels in Housing Authority residential properties and comparable units to ensure a continued awareness of market trends; provide assistance to property managers and managing agents in identifying and resolving occupancy issues.
6. Review monthly reports and financial statements for each property; analyze performance against annual operating budget; research variances to determine reasons for discrepancies; recommend and initiate operational changes in order to meet performance projections.
7. Conduct an audit of property managers, managing agents, and unit resident files to ensure compliance with financial contract and mandated regulatory requirements.
8. Develop asset management plans for units under development; interact with other Housing Authority departments to determine proposed unit population and occupancy projections, level of staffing required, space planning, market conditions, financing obligations, and other criteria which influence asset management programs.
9. Monitor, interpret, and implement changes in regulatory requirements for funding programs; prepare and submit annual compliance reports, contracts, and related documentation.
10. Coordinate activities with other Housing Authority departments, investors, community partners, residents, regulatory agencies, and related groups; attend public meetings and present information on Housing Authority programs.
11. Perform related duties and responsibilities as required.
QUALIFICATIONS: Various combinations of education, experience and training may qualify an applicant. The following is a typical way to be qualified.
Knowledge of:
Operations, services, and activities of a comprehensive housing asset management program. Principles, practices, policies, and procedures of residential property management.
General accounting and financial principles and practices. Principles and practices of budget development and administration. Principles and practices of leasing and maintaining rental units.
Principles and practices of lead supervision and training.
Principles and practices of assessing market conditions, trends, unit comparability, and rental rates. Methods and techniques of evaluating and resolving occupancy issues.
Mandated rules, regulations, policies, and procedures governing housing rental unit development, operations, and maintenance.
Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
Assisted housing programs and pertinent Federal, State, and local laws, codes, and regulations; local tenant/landlord law; human relations and its application to low-income families, the elderly, disabled, and other potential tenants.
Ability to:
Develop and oversee asset management programs on assigned units.
Direct and oversee the work of Property Managers, Property Compliance Manager, management agents, and service providers.
Conduct on-site inspections to evaluate property physical condition and effectiveness of property maintenance and management programs.
Assess and monitor maintenance and capital improvement projects on assigned units. Implement actions that ensure optimum occupancy levels.
Monitor financial status of units and project future performance.
Compile and present a variety of reports including financial statements, market trends, unit comparability, feasibility studies, annual operating budgets, and related reports.
Ensure adherence to established safety rules, regulations, and guidelines.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Communicate Housing Authority program goals and objectives to individuals, community groups and local businesses.
Interpret and apply mandated policies, laws, and regulations.
Respond to requests and inquiries from Housing Authority tenants and the general public. Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work. Be organized and manage time effectively.
Operate computer programs (word processing, spreadsheets, databases, report writers). Experience with Yardi products is a plus. Negotiate, compromise, and facilitate conflict resolution and problem solving.
Education and Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration or a related field.
Experience:
(4) Four years of increasingly responsible housing asset management experience.
License or Certificate
Possession of, or ability to obtain within 30 days of hire, a valid Oregon Driver’s License, a licensed, properly operating vehicle, and adequate and proper insurance.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Environment: Normal office setting with frequent travel to attend meetings, meet with on-site personnel, or conduct site inspections and/or file audits.
Physical: Incumbents require sufficient mobility to work in an office setting, operate office equipment, travel to various locations and conduct site inspections.
