Bayne LLC is seeking an experienced Workforce Development Program Manager (One-Stop Operator) to support a major District of Columbia workforce initiative. This position will oversee coordination among workforce development partners, ensuring compliance with the Workforce Innovation and Opportunity Act (WIOA), improving service delivery, and strengthening partnerships across government and community organizations.

Position Responsibilities
The successful candidate will:
- Coordinate operations across multiple American Job Center partners
- Facilitate collaboration among government agencies, nonprofits, educational institutions, and workforce partners
- Monitor compliance with Workforce Innovation and Opportunity Act (WIOA) requirements
- Manage partner Memorandums of Understanding (MOUs) and Infrastructure Funding Agreements
- Lead recurring stakeholder and partner meetings
- Analyze workforce system performance and recommend operational improvements
- Prepare monthly and quarterly performance reports
- Track customer referrals and service outcomes
- Support workforce development training and technical assistance for partner agencies
- Assist with planning and execution of the District's annual Workforce Summit
- Develop presentations, briefing materials, and executive reports
- Build relationships with community-based organizations that provide employment support services
- Identify opportunities to improve customer experience and service integration across the workforce system
Required Qualifications
Applicants should possess:
- Bachelor's Degree in Public Administration, Workforce Development, Business Administration, Human Services, or a related field
- Minimum 5 years of workforce development experience
- Minimum 5 years supporting federal, state, or local workforce programs
- Strong understanding of the Workforce Innovation and Opportunity Act (WIOA)
- Experience working with American Job Centers, One-Stop Career Centers, or workforce systems
- Experience managing partnerships among government agencies and community organizations
- Excellent written and verbal communication skills
- Strong facilitation and meeting management experience
- Experience preparing executive reports and performance dashboards
- Strong organizational and project management skills
- Advanced Microsoft Office skills including:

- Ability to successfully pass a background investigation
- Authorization to work in the United States

Pay: $85,369.95 - $110,000.00 per year
