Position Description:
The Kansas Board of Cosmetology is seeking a full-time facility inspector to conduct inspections in Region 4. The candidate for this position preferably will reside within Johnson County.
The Facility Inspector will travel daily to conduct on-site inspections of facilities to determine compliance with the Kansas Board of Cosmetology laws and regulations and Kansas Department of Health and Environment health and sanitation regulations. Facilities regulated by the Board include:

Cosmetology, esthetic, nail technology and electrology facilities;

Cosmetology, esthetic and nail technology schools;
-
Cosmetic tattoo, tattoo, and body piercing facilities; and Tanning facilities
Job Responsibilities:
Inspections
-
Conducts an annual inspection of all facilities located within the region.
-
Conducts new facility inspections.
-
Conducts complaint inspections to investigate alleged violations.
-
Conducts follow-up inspections for facilities with excessive health and sanitation violations, licensure law violations and expired licenses to determine compliance.

Explains legal requirements to licensees, facility owners and consumers.
Reports
-
Prepares complete and accurate inspection reports for each facility inspection.
-
Interviews witnesses and collects evidence.
-
Documents all witness interviews, facts, observations and findings of violations for Board review.
-
Drafts factually based investigation reports to document violations.
-
Prepares detailed, grammatically correct, proofed and edited reports prior to submission.
Hearings
-
Testifies at hearings conducted in accordance with the Kansas Administrative Procedure Act and Kansas Judicial Review Act regarding observations and evidence gathered in the course of inspections and investigations.
Education
-
Provides educational seminars as requested or required for students, practitioners and facility owners on how to achieve compliance with the Kansas Department of Health and Environment health and sanitation regulations.

Assist in the development of programs and initiatives to improve voluntary compliance by licensees and to educate the consuming public.
Administrative
-
Schedules appointments with facility owners/managers to conduct new facility inspections.
-
Exercises independent initiative, within the scope of job duties, in the performance of daily inspection responsibilities.

Submits inspection reports, investigative reports and weekly report of inspection activity to supervisor for review and feedback.

Answers general inquiries for licensees and the public as needed.

Submits daily travel documentation to appropriate staff.
-
Uses Microsoft Excel to plan daily travel route.
-
Uses Microsoft Excel and Word to prepare investigative reports and administrative paperwork.

Attends monthly staff and inspector meetings.
-
Recommends changes to existing laws and regulations to the Board.
-
Operates and maintains assigned state vehicle within defined parameters.
Customer Service

Maintains cooperative working relationships with licensees, co-workers and consuming public; responds to agitated, angry or otherwise upset individuals in a professional manner.

Minimum Requirements

Two years’ experience in one or more of the following areas:

Regulatory compliance

Conducting investigations

Conducting inspections

Law enforcement

Legal assistant or paralegal

KBOC Licensure
-
Two years’ experience using Microsoft Word, Excel and Outlook;

Ability to work in a completely electronic environment, including mobile inspection completion and access to highspeed internet;

Valid Kansas driver's license.

High School Diploma or GED;

Post-secondary education preferred

Ability to learn and apply the Kansas Board of Cosmetology statutes and regulations governing cosmetology practitioners and establishments; body art practitioners and establishments and tanning facilities during an inspection.

Ability to learn and apply the Kansas Department of Health and Environment infection control regulations governing cosmetology establishments and tanning facilities during an inspection.

Ability to maintain cooperative working relationships with licensees and consuming public; respond to agitated, angry or otherwise upset individuals in a professional manner
