Overview
In accordance with statutory requirements, duties include overall planning and management activities for road and bridge construction and maintenance countywide; directing the operation of various types of heavy equipment engaged in road construction, repair, maintenance, and brush clearing; and directing internal operations of the department. This position reports to the Commissioners Court and directs the Assistant Road Administrator and Administrative Assistant (Road and Bridge), and is ultimately responsible for all county road and bridge personnel. The role involves regular contact with members of the Commissioners Court, other county departments, road administrators from other counties, contractors, consulting engineers, the Utility Coordination Council, local, state, and federal governmental agencies, materials suppliers, and the general public.
Duties
· Direct, organize, and coordinate the construction and maintenance activities of the county road and bridge department, ensuring adequate work crews and materials for each project and an orderly flow of work throughout all four precincts in the county.
· Appoint and dismiss county road and bridge department personnel and supervise and make regular personnel assignments within the department to effect the most efficient and economic utilization of available personnel.
· Monitor the performance of supervisors and crews engaged in the operation of heavy equipment, such as maintainers, bulldozers, motor graders, etc., in constructing and repairing roads and bridges, or in clearing rights-of-way, including operating equipment.
· Monitor the performance of supervisors and crews engaged in work, including digging and back-filling trenches, blading roads, setting gravel, cutting grades, installing culverts, clearing brush, and mowing rights-of-way.
· Travel regularly to work sites and inspect work being performed to ensure high quality.
· Ensure proper maintenance of four satellite warehouses and a central warehouse, which includes a sign shop.
· Ensure proper maintenance of equipment and employee safety.
· Prepare detailed annual budget estimates for the construction and maintenance of county roads and the operation of the county road and bridge department.
· Prepare or review and approve plans and specifications for major construction or repair of county roads, bridges, and culverts.
· Maintain cost accounting records on county road and bridge department expenditures.
· Attend meetings of the Commissioners Court concerning county road and bridge matters and make recommendations on road and bridge projects.
· Prepare estimates and specifications for equipment, materials, supplies, and labor necessary for construction and maintenance of county roads and bridges and departmental operations.
· Maintain a perpetual inventory of county road department capital possessions as custodian for all county road and bridge department equipment, materials, and supplies.
· Receive and investigate, or assign investigation of, citizen complaints about road and bridge operations and follow up to ensure that complaints are resolved satisfactorily.
· Monitor receipt of purchases of equipment, materials, and supplies ordered by the county road and bridge department, as well as contractors’ performance on the department’s service contracts, to ensure that the goods and services meet the specifications approved by the Commissioners Court.
· Certify in writing to the Commissioners Court that the equipment, materials, and supplies ordered for the road and bridge department were delivered in good condition, and that any departmental services contracted for by the Commissioners Court have been performed satisfactorily and in accordance with the approved plans and specifications, prior to payment of any claim for such goods or services.
· Perform other related duties as assigned.

· Establish and maintain effective working relationships with co-workers, county officials, representatives of local, state, and federal agencies, and the general public.
Requirements
· Must possess a valid Texas Class C driver’s license and be eligible for coverage under the county’s vehicle insurance policy.
· CDL Class B (preferred).
Physical Duties: The duties of this position require an employee to walk, sit, stand, bend and stoop. May be required to lift, carry or push/pull supplies, materials, equipment and/or items weighing up to 50 pounds. Work is primarily conducted outdoors. Pay: $100,000.00 - $116,000.00 per year
