Torch Technologies is seeking a Program Management Senior within the Transportation Family of Systems. CMOS is a joint use program. Air Force, Army, Navy, Marine Corps, National Security Agency, and Defense Contract Management Agency transportation activities use CMOS to automate and streamline base level cargo movement processes and support rapid movement of military assets worldwide. CMOS is a DoW directed program which addresses critical shortfalls in moving cargo and people in support of the DoW mission. CMOS automates and streamlines base-level cargo movement processes in peacetime as well as cargo and passenger movements during contingencies. OLVIMS Dispatch is utilized by Vehicle Operations personnel to manage transportation requests, dispatch vehicles and manage driver utilization. The application is also used to issue and track Air Force Motor Vehicle Operator Identification Cards (driver licenses) and Driver Records, to include vehicle qualifications, restrictions, certifications, and violations. MARKS is part of the Headquarters Air Force Logistics, Engineering & Force Protection (AF/A4) portfolio and used to support household good shipments of military members and authorized DoW civilians. HQ Personal Property Activity (HQ PPA) utilizes MARKS to receive, track, and store all documentation related to the shipment of household goods. MARKS captures, routes, manages, shares and archives high volumes of personnel information (over 7 terabytes) critical to support household good shipments of military members and authorized DoW civilians. Users of ONBASE include Joint Personal Property Shipping Office (JPPSO), Personal Property Processing Office (PPPO), Defense Finance Accounting Service, Claims Offices, and Housing Offices. As a Program Management Senior your duties will include the following, but are not limited to:
Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.
Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action.
Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans.
Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment.
Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives.
Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR).
Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews.
Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management
Required Qualifications:
Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW.
OR Bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoW.
OR 15 years of directly related experience with proper certifications, 8 of which must be in the DoW.
