Position Summary
The Fiber Highline Inspector is responsible for inspecting and documenting aerial fiber construction activities to ensure work is completed safely, accurately, efficiently, and in accordance with customer specifications, engineering plans, company standards, and applicable codes and regulations.
This position serves as a field-level quality and compliance resource, monitoring fiber construction crews and subcontractors throughout the project lifecycle. The Highline Inspector will identify deficiencies, communicate corrective actions, verify completed work, and provide accurate field documentation to project and operations leadership.
The ideal candidate has hands-on experience with aerial fiber construction, utility pole lines, strand and cable installation, fiber placement, make-ready work, and construction inspection.
Essential Responsibilities
- Inspect aerial fiber construction activities to ensure compliance with approved plans, specifications, customer requirements, and Five Star standards.
- Perform daily field inspections of fiber crews and subcontractors.
- Inspect aerial fiber installation, including:
- Strand and messenger installation
- Fiber optic cable placement
- Lashing and attachment
- Pole transfers
- Anchors and guying
- Hardware installation
- Pole-line clearances
- Overlash and existing facilities
- Service drops and related aerial construction
- Verify construction is being completed according to engineering prints, construction plans, permits, and approved work methods.
- Inspect work for proper spacing, sag, tension, attachment points, clearances, and overall workmanship.
- Identify construction deficiencies, safety concerns, damaged facilities, and deviations from approved plans.
- Communicate deficiencies to foremen, supervisors, subcontractors, and project management.
- Document corrective actions and verify that deficiencies have been properly resolved.
- Perform quality-control inspections before work is accepted or released to the customer.
- Take detailed photographs and maintain accurate inspection records.
- Review completed work against design drawings and construction specifications.
- Verify pole attachments and aerial facilities are installed in accordance with applicable requirements.
- Monitor work areas for compliance with traffic-control requirements and safe work practices.
- Identify potential conflicts with electric, communications, cable, telephone, and other existing utilities.
- Verify crews are using appropriate tools, equipment, materials, and installation practices.
- Assist with identifying construction issues that could result in rework, customer complaints, or project delays.
- Conduct punch-list inspections and track outstanding items through completion.
- Assist project management with customer inspections, quality audits, and closeout activities.
- Maintain daily inspection reports and communicate project status to leadership.
- Coordinate with engineering, operations, safety, and construction personnel as needed.
- Monitor subcontractor performance and adherence to Five Star quality standards.
- Ensure all field documentation is accurate, complete, and submitted in a timely manner.
- Perform other duties as assigned by management.
Safety Responsibilities
- Promote and enforce a strong safety culture in all field activities.
- Immediately report unsafe working conditions, near misses, incidents, and potential hazards.
- Verify crews are following required OSHA, DOT, customer, and company safety requirements.
- Monitor proper use of personal protective equipment and fall-protection systems.
- Observe aerial work practices and identify hazards involving traffic, energized electrical facilities, bucket trucks, ladders, climbing, and work-zone conditions.
- Stop or escalate work when an immediate safety concern is identified.
- Support Five Star's commitment to completing every project safely.
Quality Assurance Responsibilities
- Maintain a high standard of workmanship across all inspected fiber construction.
- Ensure deficiencies are identified early and corrected before they become costly rework.
- Verify construction matches approved plans and customer specifications.
- Perform final quality inspections and punch-list verification.
- Track recurring quality issues and communicate trends to operations leadership.
- Provide feedback to field crews and subcontractors regarding construction quality.
- Assist in developing corrective-action plans when recurring deficiencies are identified.
QualificationsRequired
- High school diploma or equivalent.
- 3+ years of experience in aerial fiber or telecommunications construction.
- Strong understanding of aerial fiber construction practices.
- Ability to read and interpret fiber construction prints, maps, and engineering drawings.
- Knowledge of utility poles, strand, messenger, aerial fiber cable, attachments, and related hardware.
- Ability to identify construction deficiencies and recommend appropriate corrective action.
- Strong attention to detail and documentation skills.
- Valid driver's license and acceptable driving record.
- Ability to travel throughout an assigned territory.
- Ability to work outdoors in varying weather conditions.
- Ability to work independently with limited supervision.
Preferred
- Previous experience as a Fiber Inspector, Highline Inspector, Fiber Foreman, Fiber Supervisor, Construction Inspector, or Quality Control Inspector.
- Experience inspecting both company employees and subcontractor crews.
- Knowledge of NESC requirements and utility attachment standards.
- Familiarity with pole attachment and make-ready requirements.
- Experience with aerial fiber construction for major telecommunications or utility customers.
- OSHA, NWSA, or other relevant construction/safety certifications.
- Experience using mobile field-inspection applications, GPS, tablets, and digital photography.
- Previous experience with fiber construction quality-control programs.

Physical Requirements
- Ability to work outdoors for extended periods.
- Ability to walk construction sites and uneven terrain.
- Ability to climb stairs, access elevated work areas when required, and inspect aerial construction from appropriate vantage points.
- Ability to lift and carry up to 50 pounds.
- Ability to stand, walk, bend, stoop, and sit for extended periods.
- Ability to safely operate or ride in company vehicles.
- Ability to work around construction equipment, traffic, utility poles, and active work zones.
