1. Demonstrated knowledge and understanding of California and federal law, regulations, policies, and programs including the Government Code, Financial Code and sections pertaining to the debt collection industry, or ability to quickly learn applicable law based on past experience.
2. Demonstrated knowledge and experience in the debt collection industry or other relevant financial industries with specific focus on market monitoring and consumer protection.
3. Demonstrated ability and success in directing and implementing strategies for consumer outreach and education efforts.
4. Demonstrated knowledge and experience formulating, developing, and evaluating policies, laws and regulations governing debt collection or other relevant financial industries.
5. Demonstrated ability to communicate effectively orally and in writing to present information in a manner easily understood by stakeholders, State and Federal regulatory agencies, executive staff, departmental staff, other governmental agencies and departments, the legislature, and the public.
6. Demonstrated ability to work collaboratively with stakeholders, executive staff, departmental staff, other agencies and departments, the legislature, and the public.
7. Strong leadership skills and experience in change management, policy development, and program administration.
