Deputy Clerk/Treasurer & Police Administrative Assistant
Position Summary
The Deputy Clerk/Treasurer & Police Administrative Assistant serves as a key member of the City's administrative team and provides support for the Clerk/Treasurer's Office and Police Department. The position performs a variety of accounting, financial, clerical, recordkeeping, customer service, and administrative duties while ensuring accurate and efficient delivery of municipal services. This position requires a high degree of integrity, professionalism, confidentiality, and commitment to public service.
The Deputy Clerk/Treasurer serves as backup to the Clerk/Treasurer as needed and assists with municipal operations including utility billing, tax collection, elections, licensing, record management, and financial administration. The position also provides administrative support to the Police Department under the direction of the Police Chief.
Essential Duties and Responsibilities
Clerk/Treasurer Operations
- Assist in the administration of daily Clerk/Treasurer office operations.
- Serve as backup to the Clerk/Treasurer during absences or as assigned.
- Assist with preparation for Common Council meetings and attend evening meetings as required.
- Maintain official records in accordance with applicable laws and records retention requirements.
- Process open records requests and maintain confidentiality of sensitive information.
- Assist with audit preparation and year-end financial reporting activities.
- Become and maintain status as a Notary Public.
Accounting and Financial Management
- Process accounts payable and accounts receivable transactions.
- Receive, receipt, balance, and deposit municipal funds.
- Maintain accurate financial records and supporting documentation.
- Assist with reconciliations, reporting, and other accounting functions.
- Follow established financial controls, policies, and procedures.
Utility Billing Administration
- Administer utility billing operations, including customer account maintenance.
- Process utility payments and customer service requests.
- Assist residents with utility billing questions and related services.
- Maintain accurate utility account records and related documentation.
Tax Collection and Licensing
- Collect and process real estate and personal property tax payments.
- Assist with tax settlement activities and related reporting requirements.
- Issue and process licenses, permits, and associated fees.
- Maintain accurate records related to licenses, permits, and tax collections.
Election Administration
- Assist with all aspects of election administration in accordance with state and local requirements.
- Process voter registrations and maintain election-related records.
- Provide voter information and support election-day operations as assigned.
Police Department Administrative Support
- Provide administrative support to the Police Department under the direction of the Police Chief.
- Assist members of the public with non-emergency inquiries.
- Maintain department records and files as assigned.
- Perform miscellaneous administrative duties and special projects as directed by the Police Chief.
- Handle sensitive and confidential information with discretion.
Customer Service
- Provide courteous, professional, and effective customer service to residents, businesses, elected officials, and City staff.
- Respond to inquiries in person, by telephone, email, and written correspondence.
- Assist the public with services related to utilities, taxes, permits, licenses, elections, and other municipal functions.
- Promote positive public relations and maintain the City's professional image.
General Administrative Duties
- Answer telephones, direct calls, and assist visitors.
- Process incoming and outgoing correspondence.
- Prepare, proofread, and distribute correspondence, reports, and other documents.
- Maintain filing systems and electronic records.
- Operate office technology and software systems necessary to perform assigned duties.
- Perform other duties as assigned.
Required Knowledge, Skills, and Abilities
- Knowledge of accounting, bookkeeping, and financial recordkeeping principles.
- Knowledge of municipal office practices and procedures.
- Strong customer service and public relations skills.
- Strong verbal and written communication skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Ability to organize work, prioritize tasks, and meet deadlines.
- Ability to perform detailed work accurately and efficiently.
- Proficiency with Microsoft Office and other applicable software systems.
- Ability to establish and maintain effective working relationships with elected officials, staff, and the public.
- Strong problem-solving and critical-thinking abilities.
- Ability to learn municipal, election, utility billing, and financial software systems.
Minimum Qualifications
- Associate degree in Accounting, Business Administration, Public Administration, or a closely related field; or
- Any equivalent combination of education, training, and progressively responsible experience that provides the required knowledge, skills, and abilities.
- Experience in accounting, bookkeeping, customer service, cash handling, or municipal administration preferred.
- Ability to obtain and maintain Notary Public certification and be bonded for cash handling.

- Work involves managing multiple priorities and deadlines while maintaining a high level of accuracy and professionalism.
Schedule and Benefits
This is a full-time position with a normal schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m., with a one-hour unpaid lunch period. Occasional evening meeting attendance may be required.

The starting hourly range is $20-22 per hour with a fringe benefit package.
