Job Description and Duties:
Under the general direction of the Deputy Director of Operations, a CEA B, the Facility and Business Services Administration Branch (Branch) Chief provides managerial oversight of the Branch and may act in the Deputy Director’s absence. This position requires highly-level planning consistent with the Lottery’s Strategic Plan, Annual Business Planning, the Operations Division Strategic Plan, and the Division Operational Plan. The Branch Chief’s areas of responsibility include: Statewide Facility Planning and Development, Facility Administrative Services, Custodial Services, Building Maintenance and Engineering Services, Sustainable Operations, and Business Services and Vehicle/Driver Administration. The position requires collaboration with stakeholders, problem-solving, and effective implementation of change management processes
Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- High-level management oversight and subject matter expertise of facility management and related programs, including strategic, operational, and budget planning, facility building and maintenance, standards application and adherence, periodic and life cycle maintenance, and related improvements.
- Project management or project team experience; experience in preparing bids for contracted services.
- Facility or property management degree or certification.
- Experience in adminstering business service functions including a large vehicle fleet.
- Experience in maximizing performance results, including use of performance measures, internal controls, and continuous monitoring measures.
- Experience in management of complex program and/or process improvement projects requiring change management skills, strong communication skills, and strategic planning.
- Experience fostering a team environment and promoting a high-performance customer-centric culture.
- Demonstrated experience working collaboratively with peers to achieve organizational objectives.
- Experience working collaboratively with peers and stakeholders to accomplish shared goals.
- Demonstrated experience implementing change management processes to facilitate the success of organizational initiatives and process improvements.
