POSITION SUMMARY
This Senior Project Manager is responsible for the planning and coordination of all new and existing construction projects within Columbia County. These projects are funded through SPLOST funds, Bond Funds, Private Donations, Grants, and other funding sources.
Nature/Scope
This position operates in both office and field environments. Regular site visits to active construction projects are required. Work may involve exposure to construction sites, varying weather conditions, and active jobsite hazards.
This position reports directly to the Director of Facility Services, who provides overall direction and establishes departmental goals and priorities. The Senior Project Manager is expected to exercise considerable independent judgment in the administration of assigned projects, managing multiple priorities while ensuring project objectives, schedules, and budgets are successfully achieved.
The purpose of this position is to provide professional project management services for county improvement projects, including new construction, renovations, and facility upgrades. Responsibilities include coordinating all phases of project development, from planning and design through construction and project closeout. Successful performance results in the timely and cost-effective delivery of high-quality facilities that support county operations and serve the needs of the community.
Contacts are typically with coworkers, Community and Leisure Services Division, I.T. Department, Finance Department, Engineering Department, Inspection Department, Procurement Department, County Attorney, and other departments involved in the project. Contacts will also include contractors, architects, engineers, and the general public.
PRINCIPAL ACCOUNTABILITIES

Manage multiple complex construction projects from initiation through closeout, including planning, design, bidding, construction, and final occupancy.

Oversees project scope, schedule, budget, and quality to ensure success delivery of county facilities projects.

Ensures compliance with county policies, procurement procedures, building codes, and federal, state, county, environmental, and grant regulations.

Receives and maintains insurance policies secured by architects, vendors, and contractors, and verifies appropriate coverage for public liability, property damage, and workman’s compensation.

Serve as primary point of contact for assigned projects, coordinating with architects, engineers, contractors, consultants, and internal county departments.

Administer and monitor project budgets, ensuring accurate tracking and reporting.

Performs initial review of invoices, applications for payment, material billing, and other regular billing items.

Evaluate drawings, specifications, contracts, addendums, change orders, RFIs, and other construction related documents.

Conduct regular site visits to monitor progress, resolve issues, and ensure adherence to project specifications and safety standards.

Facilitate project meetings and provide clear, timely updates to leadership.

Physical demands include sitting at a desk, standing, walking, bending, crouching, stooping, occasional lifting of heavy objects, climbing ladders, and the ability to distinguish between shades of color.

Construction Expertise: Sound knowledge of construction methods, materials, specification requirement, and construction documents.

Schedule Management: Develop, monitor, and update project schedules to ensure milestones and deadlines are met.

Document Control: Manage and interpret drawings, specifications, and RFIs.

Quality Assurance: Oversee on-site inspections to ensure materials and installation methods conform to contract documents and building codes.

Budget Tracking: Establish, monitor, and manage overall project budgets to ensure construction is completed within approved financial limits.

Invoice & Payment Approval: Review and approve invoices and payment applications.
DESIRABLE TRAINING AND EXPERIENCE
Bachelor’s degree in Construction Management, Architecture, Engineering, or a related field. A combination of education, experience, and training may be substituted for degree requirement.
Comprehensive knowledge of construction methods, estimating, scheduling, contract administration, building codes, and financial project controls.
Minimum of 5 years of project management experience; or an equivalent combination of education and relevant project experience.
A combination of education and/or work experience may be substituted for minimum requirements.
