By joining the DHR team, you would serve as a trusted Luma Support Specialist, providing integrated and innovative human resources solutions. This classified position will operate under the guidance of DHR leadership and will be located at the Borah Building in Boise, Idaho.
Summary:
To evaluate organizational systems for effectiveness, and plan or design improvements in operations; bring into effect change through the project management; perform related work.
Responsibilities:
1. Stakeholder Consultation & Issue Resolution
Serve as the primary liaison for assigned HRO groups by facilitating real-time consultation through Teams calls and chats. Analyze and resolve complex system, and process-related issues, ensuring alignment with statewide standards and regulatory requirements while identifying trends and recurring barriers impacting operations.
2. Program Oversight & Data-Driven Approvals
Evaluate and approve Agency Action Data transactions by applying in-depth knowledge of system functionality, and compliance requirements. Monitor transaction trends, identify discrepancies or risks, and recommend corrective actions or process improvements to enhance data integrity and operational effectiveness.
3. Operational Support & Case Analysis
Manage and resolve tickets submitted by HR and employees providing guidance that supports consistent and compliant outcomes. Track and assess ticket trends to inform process improvements and training needs.
4. Training Development & Performance Improvement
Design and deliver real-time and onboarding training to HROs, supervisors, and stakeholders on system functionality and reporting. Assess knowledge gaps and operational challenges to develop targeted training solutions that improve performance and promote standardization across agencies. Provide consultative support to supervisors on complex policy interpretation with the Luma System.
5. Systems Documentation & Resource Management
Develop, maintain, and enhance action guides, job aids, and resource materials to reflect system updates and identified process improvements. Ensure documentation supports operational efficiency, standardization, and user adoption across multiple agencies.
6. Quality Assurance, Auditing & Continuous Improvement
Conduct ongoing quality assurance reviews of transactions and processes to ensure accuracy, compliance, and alignment with business rules. Identify process gaps and recommend enhancements to improve system performance and user outcomes.
7. Strategic Planning & Performance Alignment
Lead and facilitate quarterly strategic meetings with assigned HR Officers to evaluate operational performance, identify trends, and align on short- and long-term goals. Utilize performance data and stakeholder feedback to recommend system enhancements, process improvements, and training initiatives that support organizational objectives.
Expectation: Provide comprehensive support to assigned HRO groups across all system modules and functional areas, applying principles of program analysis, process improvement, and system optimization to enhance service delivery, ensure compliance, and drive continuous improvement.
Minimum Qualifications:
Good knowledge of:
- project management;
- organizational/business analysis and evaluation;
- process improvement methodology.
