About the Role
We are seeking a Senior Business Analyst / Requirements Lead to support a federal healthcare modernization program involving requirements development, BRDs, functional requirements, user stories, use cases, process flows, stakeholder facilitation, traceability, testing support, and technical documentation.
The ideal candidate has experience supporting healthcare claims, eligibility, appeals, enrollment, payer/provider, benefits, or beneficiary workflows. This role will bridge business operations and technical delivery teams to ensure requirements are complete, testable, traceable, and aligned to modernization goals.
Key Responsibilities
- Lead requirements elicitation, analysis, documentation, and validation with federal healthcare stakeholders.
- Develop BRDs, functional requirements, user stories, use cases, acceptance criteria, process flows, context diagrams, SOPs, and requirements traceability matrices.
- Facilitate stakeholder workshops, interviews, working sessions, and requirements review meetings.
- Analyze current-state and future-state workflows for claims, eligibility, appeals, enrollment, payer/provider, benefits, or beneficiary operations.
- Support business rules documentation, EDI requirements, automation requirements, data integration requirements, and reporting requirements.
- Collaborate with project managers, EDI SMEs, data architects, developers, testers, OCM leads, and government stakeholders.
- Support UAT planning, test case review, defect triage, implementation readiness, and deployment verification.
- Maintain requirements repositories and ensure documentation is current, complete, and aligned with project objectives.
- Ensure requirements and documentation account for security, privacy, PII/PHI, and federal compliance considerations.
Required Qualifications
- 5+ years of experience as a Business Analyst, Requirements Analyst, Systems Analyst, or similar role.
- Experience developing BRDs, functional requirements, user stories, use cases, process flows, SOPs, or traceability matrices.
- Experience facilitating stakeholder meetings and translating business needs into technical requirements.
- Experience supporting healthcare, claims, eligibility, enrollment, payer/provider, benefits, or beneficiary workflows.
- Experience supporting Agile, hybrid, or waterfall delivery environments.
- Experience with tools such as Jira, Confluence, Azure DevOps, Visio, SharePoint, Excel, PowerPoint, ServiceNow, or similar platforms.
- Strong writing, analytical, communication, and problem-solving skills.
- Ability to obtain and maintain a federal Public Trust clearance.
Preferred Qualifications
- Prior VA, VHA, IVC, CMS, DHA, HHS, TRICARE, Medicaid/Medicare, or federal healthcare experience.
- Experience with EDI, X12, NCPDP, Companion Guides, claims adjudication, automation, data integration, or dashboards.
- CBAP, CCBA, PMI-PBA, CSM, SAFe, ITIL, or related certification.
- Experience supporting UAT, defect management, implementation readiness, or training documentation.
- Experience with Pega, CRM systems, claims systems, eligibility systems, or healthcare data platforms.
Pay: $97,478.37 - $117,393.30 per year
