The Senior Program Manager, Tunnel Construction assists in managing the geotechnical/civil engineering tunnel construction phase of the Authority’s multi-billion dollar 25-year Combined Sewer Overflow Long-Term Control Plan (CSO LTCP), which includes federally enforceable consent decree driven milestones. The incumbent is expected to carry out assignments independently, to include interpreting policies and regulations and coordinating work with others. Methodology and approaches to solving problems are regularly determined by the incumbent.
Essential Duties & Responsibilities:
Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47–2853.131. Scope of practice for engineers:
For the purposes of this part, the term “practice of engineering” means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.
Serves as the geotechnical/civil tunneling engineer for assessment, planning, design oversight, procurement assistance and construction oversight of the tunnel systems related to CSO LTCP, to include design and construction management and administration for a program consisting of multiple large contracts and large tunneling contracts using multiple project delivery methods; ensures compliance with applicable safety rules and regulations, environmental regulations and standards, and the Authority’s policies and procedures
Reviews project change orders, work change directives, and cost estimates and identifies and recommends corrective actions to technical problems that arise during planning, design and construction.

Key Working Relationships: This position has significant interactions with outside contractors and consultants, and with other DC Water departments.

Required Skills & Qualifications
Minimum of seven (7) years of progressive tunneling project and construction management experience with a preference that included four (4) years’ experience in hard rock tunnel excavation utilizing drill and shoot sequential excavation methods.
Minimum Education Requirements:
Bachelor’s degree in Civil Engineering, Mining Engineering, Geotechnical Engineering, Geology, Construction Management, or related Engineering degree from an accredited college/university with an Accreditation Board of Engineering and Technology (ABET) curriculum, or ABET equivalent
Expert current knowledge of geotechnical/civil tunnel engineering construction principles and multiple progressive project delivery methods
Relevant Technology and Software
Written and Verbal Communication Skills
Program and Project Management and Administration including Construction
Required Licenses & Certifications:
DC Professional Engineering License (PE)

Preferred Skills & Qualifications
Water and sewer system planning, design and construction experience
10 years of experience in underground tunneling (rock and/or soft ground)
Preferred Education Requirements:
Knowledge of alternative delivery methods including design-build, construction manager at risk, progressive design-build
