JOB SUMMARY
The Jobs Funnel (NW Construction Initiative) Career Navigator is responsible for providing comprehensive career navigation, case management, and employment services to participants enrolled in the Northwest Construction Initiative and related workforce development programs. Utilizing a person-centered approach, the Career Navigator supports individuals in achieving employment and career goals through assessment, recruitment, enrollment, training coordination, case management, supportive services, and job placement activities.
The Career Navigator works closely with trade unions, employers, workforce development partners, reentry organizations, training providers, and community-based organizations to ensure participants successfully complete training and transition into employment opportunities within the construction industry. The position is responsible for maintaining compliance with all funding source requirements, documenting participant progress, and coordinating services to address barriers to employment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Participant Recruitment and Enrollment
- Conduct outreach and recruitment activities to identify and engage eligible participants.
- Contact and follow up with referrals received from WIOA programs, Northwest Regional Workforce Investment Board (NRWIB), community organizations, halfway houses, reentry programs, and other referral sources.
- Conduct participant orientations and explain program requirements, expectations, and available services.
- Complete eligibility determination, intake, enrollment, and assessment activities in accordance with program requirements.
- Maintain participant tracking systems and program spreadsheets.
Career Navigation and Case Management
- Provide comprehensive case management utilizing a person-centered service delivery model.
- Conduct comprehensive assessments to identify participant strengths, interests, skills, employment goals, and barriers to success.
- Develop and maintain Individual Employment Plans (IEPs) and service strategies.
- Provide ongoing support, coaching, and guidance throughout program participation.
- Maintain regular contact with participants to monitor progress and address barriers to training completion and employment.
- Document all participant interactions, activities, and outcomes in case management systems and case notes in a timely and accurate manner.
Training and Participant Support
- Meet with walk-in customers and scheduled participants on a regular basis.
- Monitor participant attendance, progress, and performance throughout training.
- Conduct site visits and participant engagement activities at training locations to support retention and successful completion.
- Assist participants with supportive service needs including transportation, childcare, housing, legal issues, probation requirements, work attire, tools, and employment-related resources.
- Distribute and track supportive services, including bus passes, gas cards, and other approved assistance.
- Provide resume development, interview preparation, job readiness, and employment preparation services.
- Conduct follow-up services for program graduates and participants placed into employment.
Employer and Partner Engagement
- Develop and maintain effective working relationships with trade unions, employers, training providers, community organizations, and workforce development partners.
- Coordinate participant referrals and service delivery among partnering agencies.
- Facilitate communication between participants, training providers, employers, and support service agencies.
- Assist employers and trade union partners with recruitment and candidate referrals.
Workshops and Community Engagement
- Facilitate or assist with construction industry orientations and informational sessions.
- Participate in Work Readiness Boot Camps and employment readiness workshops.
- Represent Career Resources, Inc. at community events, reentry initiatives, workforce development meetings, and recruitment activities.
- Attend scheduled meetings with program partners and stakeholders to discuss participant progress, program outcomes, and service coordination.
Compliance and Reporting
- Ensure compliance with funding source requirements, policies, procedures, and performance expectations.
- Maintain accurate participant files and supporting documentation.
- Prepare reports and program updates as required.
- Track participant outcomes, training completions, credential attainment, and employment placements.
- Assist with monitoring activities, audits, and data validation processes.
Other Duties
- Attend all required meetings, trainings, and professional development activities.
- Perform other duties as assigned by the Director of Business Services.
QUALIFICATIONS
Education and Experience
- Bachelor's degree in Human Services, Workforce Development, Education, Business, Social Work, Criminal Justice, or a related field preferred.
- Associate degree with significant related experience may be considered.
- Minimum of two (2) years of experience in workforce development, case management, employment services, career counseling, reentry services, construction workforce programs, or a related field.
- Experience working with justice-involved individuals, individuals with barriers to employment, or underserved populations preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of workforce development programs, employment services, and career pathway strategies.
- Understanding of construction industry careers, apprenticeship programs, and trade union opportunities preferred.
- Knowledge of WIOA and other workforce development funding sources preferred.
- Strong case management and participant engagement skills.
- Ability to establish rapport and maintain effective working relationships with diverse populations.
- Strong organizational, time management, and problem-solving skills.
- Excellent verbal and written communication skills.
- Ability to manage multiple priorities and deadlines simultaneously.
- Proficiency with Microsoft Office applications and workforce management databases.
- Ability to maintain confidentiality and exercise sound professional judgment.
SPECIAL REQUIREMENTS
- Valid driver's license and access to reliable transportation.
- Ability to travel throughout the Northwest region and surrounding service areas.
- Ability to work occasional evenings and flexible hours to support program activities, workshops, and community engagement events.

WORKING CONDITIONS
Work is performed in office, training, community, and field environments. The position requires regular interaction with participants, employers, training providers, community partners, and workforce development stakeholders. Occasional evening and off-site work is required to support program operations and participant engagement.
