The New York City Council, an equal opportunity employer, is seeking a Senior Urban Designer to serve in the Planning and Land Use Division.
The Planning and Land Use Division is comprised of city planners, attorneys, and administrative staff. They work collaboratively to: track and advise Council Members on land use applications, including Uniform Land Use Review Process (ULURP); Staff and facilitate Council hearings and votes for the Land Use Committee, Subcommittee on Zoning and Franchises, and the Subcommittee on Landmarks, Public Sitings, Resiliency, and Dispositions; design and implement community planning processes; conduct policy analysis & research to support informed decision-making; provide legal guidance and legislative drafting; offer education & ongoing support on planning and land use related topics; and provide technical assistance support to Council Members.
KEY RESPONSIBILITIES:
- Providing urban design support to the Division on a variety of planning initiatives and policy proposals through site analysis, existing conditions research, conceptual designs, technical and illustrative drawings/renderings, digital massing models, graphic design assistance, and development of presentation materials and reports.
- Assisting the Director and Deputy Directors, to analyze and evaluate development proposals and rezonings.
- Advising members of the Division on overall urban design and public realm concepts, objectives, and respond to the implications of urban design decisions on certain projects.
- Identifying and tracking short-term, long-term, and evolving urban design trends relevant to NYC development and report on these trends to the wider team.
- Working closely and collaboratively with supported communities, and Council Members and staff to assist in the development of plans and other documents that are responsive to and reflective of the needs and interests of community members.
- Providing guidance and mentoring to other staff.
- Occasional after-hours availability may be required to address time-sensitive matters.
- Performing other duties, as assigned.
QUALIFICATIONS:
- Minimum of a Baccalaureate degree in Urban Design, Planning, or Architecture (Master’s degree preferred).
- At least five years of full-time experience in urban design.
- Proven ability to visually represent complex urban systems and conceptual design ideas and collaborate well with colleagues and key stakeholders to inform design decisions.
- Proficiency in Adobe Illustrator and InDesign and ArcGIS.
- Strong interpersonal skills with the ability and desire to communicate effectively with people of all ages from diverse ethnic, socioeconomic, and gender backgrounds.
- A passion for community engagement.
- Ability to exercise sound and careful judgement.
- Strong organizational skills and ability to handle multiple tasks at once.
- Commitment to public service.
- Multilingual a plus.
- Desire to take self-initiative while also enjoying working within a team.
- Knowledge of New York City’s built environment.
- Ability to center equity as a guiding principle in all work.
ADDITIONAL INFORMATION:
New York City residency is required within 90 days of appointment.

Pay: $110,000.00 - $125,000.00 per year
