EXAMPLE OF DUTIES The Human Resources Program Manager will oversee the recruitment and hiring process, manage HR administrative and payroll functions for MHSADS, support employee relations activities, implement personnel policies, and act as a liaison between employees and management.
The HR Program Manager will:

Supervise a team of HR professionals, providing advisement, performance feedback, and professional growth opportunities.

Oversee full life-cycle recruitment processes, including hiring, sourcing, guidance on selection, interview panels, etc.

Provide advisory services to managers, supervisors, and employees on County and department policies, employee relations issues, and performance management.

Manage the support and administration of Family and Medical Leave, Paid Family Leave, short- and long-term disability, and workers’ compensation insurance claims.

Oversee payroll processing, ensuring the timely and accurate processing of all payroll-related activities.

Support various employee relations activities, such as conducting investigations and supporting performance management.

Support departmental activities related to collective bargaining.

Conduct employee investigations and prepare investigation summaries.

Manage onboarding and offboarding activities.

Oversee the background check process and maintenance of MHSADS personnel files.

Maintain up-to-date knowledge of employment-related compliance laws and regulations.

Maintain knowledge of HR trends, best practices, and regulatory requirements.

Educate employees and managers on HR-related topics.
