JOB SUMMARY
This position assists in the maintenance of the county's water and wastewater utility systems.
MAJOR DUTIES
- Receives and responds to customer complaints.
- Installs tap service connections and meters.
- Locates leaks and makes repairs; repairs breaks in main supply lines.
- Maintains hydrants and valves.
- Diagnoses electrical problems on control panels and pumps.
- Monitors lift station for proper operation; makes repairs as needed; replaces and rewires pumps, float switches, and other components.
- Diagnoses and repairs sewer problems.
- Assists in traffic control at work sites.
- Operates and maintains assigned vehicles and equipment.
- Maintains inventory of parts and supplies; makes purchases as needed.
- Cleans and maintains department buildings and grounds.
- Operates backhoe, dump truck, vacuum truck, boring machine, and other equipment.
- Locates water and sewer lines.
- Responds to after-hours emergencies.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of the repair, maintenance, and construction of water and sewer lines and related components.
- Knowledge of occupational hazards and safety procedures.
- Knowledge of the techniques and methods used in the repair of electrical systems.

SUPERVISORY CONTROLS
The Utility Maintenance Crew Leader assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include DOT guidelines, OSHA regulations, county ordinances, state plumbing and electrical codes, and county and department rules and regulations. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of related duties in the installation, repair, and maintenance of water and wastewater infrastructure. Inclement weather and field conditions contribute to the complexity of the position.
- The purpose of this position is to participate in the construction, maintenance, and repair of the county water distribution and wastewater collection utility systems. Successful performance contributes to the efficient and effective resolution of problems and the delivery of efficient utility services to customers.

- Contacts are typically with coworkers, other department personnel, contractors, vendors, property owners, and the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee occasionally lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity.
- The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain a valid Class B commercial driver’s license issued by the State of North Carolina.
- Possession of or ability to readily obtain NCWTFOCB Grade C Water Distribution License and WPCSOCC Grade I Collections License.
