JOB SUMMARY:
The Deputy Director of Community Development plays a key leadership role in the strategic direction, operational management, staff supervision, and policy implementation of the Community Development Department, which includes the Planning, Building Safety, and Economic Vitality Divisions. This position provides direct management oversight of the Planning Division and serves as a principal advisor to the Community Development Director in the leadership and administration of the department. The Deputy Director also assists in overseeing the Building Safety and Economic Vitality Divisions and serves as Acting Community Development Director in the Director's absence.
The Deputy Director works closely with the Community Development Director, City Manager's Office, City Council, boards and commissions, the business community, development stakeholders, and regional partners to advance the City's long-term vision for growth, economic vitality, housing, redevelopment, sustainability, and preservation of community character.
This position plays a critical role in shaping land use policy, advancing economic development initiatives, improving organizational effectiveness, and enhancing customer service across all development-related functions.

Hiring Range: $127,899.20 to $153,462.40
Salary Range: $127,899.20 to $187,990.40

ESSENTIAL JOB DUTIES:

Assists the Community Development Director in developing and implementing departmental goals, policies, priorities, budgets, and strategic initiatives, and works independently on assigned projects and programs.

Directs Planning Division operations, including executive oversight of development review, long-range planning, housing initiatives, redevelopment programs, and major development projects.

Coordinates with the Principal Planner in supervising Planning Division staff, including work assignments, performance management, service delivery, customer experience, and employee evaluations.

Assists planning staff with case management and project review as needed based on workload and departmental priorities.

Promotes collaboration and coordination among Community Development divisions and other municipal departments.

Leads critical projects and initiatives, delegating responsibilities and coordinating project management efforts with relevant city staff.

Addresses resident concerns and issues related to department operations that cannot be satisfactorily resolved by staff.

Leads organizational improvement initiatives and process modernization efforts to enhance efficiency and customer service.

Conducts research and provides professional analysis and recommendations regarding complex policy issues.

Ensures compliance with applicable federal, state, and local laws, regulations, and policies.

Coordinates with legal counsel and executive leadership on significant development, land use, and policy matters.

Facilitates discussions and negotiations involving complex, controversial, or politically sensitive development issues.

Presents policy recommendations, departmental reports, and strategic initiatives to elected officials, boards and commissions, executive leadership, and community stakeholders.

Assists the Economic Vitality Division in advancing economic development strategies, business retention and expansion programs, redevelopment initiatives, urban renewal efforts, communications, and public-private partnerships.

Cultivates relationships with business leaders, chambers of commerce, regional economic development organizations, educational institutions, and other strategic partners.

Assists the Building Safety Division with implementation and administration of building and sustainability codes, policy development, communications, and code adoption processes.

Assists with code enforcement activities, code interpretations, and coordination of Community Resource Officer responsibilities.

Serves as Acting Community Development Director during the Director's absence, including delegated authority for departmental operations, personnel matters, budget administration, and policy implementation.

Represents the department in executive leadership meetings, public forums, and other high-profile community and regional matters.

This position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization.
ESSENTIAL SUPERVISORY DUTIES:

Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, and prepares and conducts timely and constructive performance appraisals.

Makes decisions or recommendations regarding hiring, promotions, transfers, disciplinary actions, and other personnel matters as necessary.

Coaches, counsels and supports staff to maximize efficiency and effectiveness.

Consistently educates and advises staff on organizational rules, regulations, policies and procedures.

Encourages creative thinking and problem solving and supports participatory decision making when appropriate.

EDUCATION, TRAINING, AND EXPERIENCE:
-
Bachelor's degree in Urban Planning, Public Administration, Business Administration, Economic Development, Architecture, Engineering, or a closely related field.

Six (6) years of progressively responsible experience in community development, planning, economic development, building services, municipal administration, or related fields.

Four (4) years of experience supervising professional and managerial staff and/or executive leadership experience.

Requires an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position.

American Institute of Certified Planners (AICP) certification is preferred.
PREFERRED QUALIFICATIONS:

Master's degree in Urban Planning, Public Administration, Business Administration, Economic Development, or related field.

Experience serving as a division manager, assistant director, or director-level position.

Experience working in municipal government.

Experience presenting to elected officials and managing high-profile community development projects.
KNOWLEDGE, SKILLS, AND ABILITIES:

Extensive knowledge of municipal government operations, public policy, strategic leadership, organizational management, and community development principles and practices.

Knowledge of Colorado municipal planning, land use, building code, housing, redevelopment, and economic development regulations and legal requirements.

Demonstrated executive leadership, organizational management, and team-building skills.

Ability to oversee multiple divisions with diverse and complex operational responsibilities.

Ability to effectively address complex customer service issues and respond to concerns from residents, businesses, and stakeholders.

Experience managing public-sector budgets, strategic initiatives, and organizational change efforts.

Excellent written and verbal communication, presentation, negotiation, facilitation, and consensus-building skills.

Ability to navigate politically sensitive issues and balance competing stakeholder interests.

Ability to work effectively in a dynamic environment with shifting priorities, emerging issues, and political considerations.

LICENSE, REGISTRATION, OR CERTIFICATE:

A valid Colorado driver’s license and acceptable driving record are required.

AICP certification is preferred.

PHYSICAL REQUIREMENTS OF THE JOB:
Must possess mobility to; work in a standard office setting and use standard office equipment, a computer, inspect City development sites, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
WORK ENVIRONMENT:
The work is typically performed indoors in an office environment. Exposure to routine office noise and equipment. The noise level in the work environment is usually low. The majority of the work is performed indoors, although the employee is required to make field visits for purposes of researching, analyzing, gathering, verifying or complying data and information. Noise level can range from very low to a moderate level.
