We are seeking an experienced EOC Duty Officer to serve as Key Personnel supporting CDC's Division of Emergency Operations — a 24/7/365, no-fail role providing frontline information triage and coordination for CDC's Emergency Operations Center during both steady-state and activated public health emergency response.
Responsibilities
- Complete CDC's comprehensive Duty Officer training program and provide support to the 24/7 Emergency Operations Center (EOC).
- Receive, assess, and report information per existing SOPs; receive and distribute response-related reports to internal and external partners.
- Triage incoming Requests for Information (RFI), Assistance (RFA), and Resources (RFR); coordinate with response task forces and teams to meet support requirements.
- Answer incoming calls within two rings; triage communications from the public health community, the public, CDC staff, and domestic/international government agencies.
- Track and log all incoming calls, faxes, and emails to the EOC mailbox using established logs and the EOC call log system (ECLA); ensure all entries meet quality standards (the 5 Ws: who, what, when, why, where).
- Maintain a shift-change log and lead the combined shift-change brief for the oncoming shift.
- Generate daily, monthly, and annual call reports and weekly call-volume/category summaries; provide quality control of call data.
- Participate in meetings, briefings, working groups, drills, training sessions, and exercise activities; support Continuity of Operations Plan (COOP) activities.
- Update emergency notification contact lists and call-triage protocols as directed.
- Assist action officers with follow-up on critical EOC actions during activations; support Incident Management Structure (IMS) response functions (task tracking, information triage, staff rhythm, meeting management).
- Provide support during national or localized emergencies, including extended-hours availability as required.
Required Qualifications
- U.S. Citizenship with ability to pass a government background check
- BA/BS in Public Health or a related field, with 2+ years of relevant experience — or equivalent of 5+ years of work experience, with demonstrated experience in an Emergency Operations Center environment.
- Advanced verbal and written communication skills; ability to communicate effectively at all briefings to support operational strategy.
- Strong interpersonal skills across phone, email, and in-person interactions with internal and external stakeholders, including senior officials.
- Strong attention to detail and proofreading skills; demonstrated ability to identify gaps in existing resources.
- Ability to multitask and maintain composure in high-tempo, emergency-response conditions.
- Flexibility and a strong sense of urgency; ability to work extended/non-standard hours, including shift rotations, during activations.
- Demonstrated leadership, coaching, problem-solving, and customer-service orientation.
- Ability to obtain and maintain the background investigation/position sensitivity clearance required for this role.
- Eligible for on-site CDC facility access (100% in-person position; telework only with prior COR/technical monitor approval).
Desired Qualifications
- Prior public health emergency response experience (e.g., FEMA, HHS/ASPR, state/local EOC, or comparable all-hazards environment).
- Working knowledge of the Incident Command System (ICS)/Incident Management System (IMS) and NIMS.
- Direct experience with EOC call-triage systems or comparable case-management/logging platforms.
- Experience training or mentoring junior staff on call-triage or SOP adherence.
- Prior experience supporting Continuity of Operations Plan (COOP) activities.
- Familiarity with CDC-specific systems, culture, or prior CDC contract experience.
