Education/Experience: A successful candidate must have at least 15+ years’ Acquisition and Financial Analyst experience, developing and coordinating program acquisition plans, conducting market surveys, assisting with contracts requirements definition, contract documentation review, response evaluation, documentation support and Financial Management support. Hands-on experience in providing federal acquisition support (e.g. FAA, DOT) is mandatory. Knowledge of AMS/FAR mandatory. Bachelor’s degree and or Acquisition/Financial Related Certification preferred.
Functional Responsibility:
- Provides pre-award support encompassing conducting market surveys and summarizing results, coordinating with different stakeholders to compile requirements, compiling solicitation documents, coordinating with contracting officers to ensure AMS clauses are incorporated in the document, assisting with drafting evaluation criteria, etc.
- Assist with Source selection support by reviewing proposals, drafting evaluation plans, ensuring compliance with source selection policies, identifying and reporting gaps, assisting evaluation teams with documentation, performing cost verification analysis, performing compliance checks, etc.
- Assist with Contract Award support, by drafting award correspondence documents and providing support for award briefings, maintaining contract schedules, etc.
- Assist with Post-Award support by updating requisite contract files, payment reviews, review contract deliverables, Qualitative and Quantitative contract support, etc.
- Perform Invoice reviews and fund validation
- Assist with funding process (allocations, obligations, de-obligations, fund reviews)
- Provide audit support to the Contracting officer and the contracting officer representatives
- Assist with award fee process
Experience and Skills:
- Candidate must have good experience with MS Office (particularly with Excel – i.e., Pivot, Grouping, Calculations)
- Experience with Prism, Delphi preferred
- Excellent communication and presentation skills
- Strong interpersonal skills with the ability to work alone or as part of a team; must be self-motivated and able to stay on task while paying attention to detail
- FAA/DOT or any Federal sector experience preferred
- Eligible for Public Trust Clearance
- Bachelor’s degree preferred
