SCHEDULE: 40 hours/week - Business Hours - Monday - Friday 7:30am - 4:30pm
This position is responsible for:
Plans, administers, coordinates, and monitors the Human Resource functions for assigned Corps; prepares and maintains personnel records for all Corps/Command employees; enforces and advises staff and Officers on the human resources policies and procedures, reviews and audits paperwork, enters background checks, and submits to E-Verify as needed; ensures compliance with personnel rules and regulations and maintains the confidential nature of the position; serves as a liaison between assigned Corps and Area Command regarding personnel functions and policy.
Employee Relations & Guidance Responsibilities (25%)
Responds to questions from assigned Corps regarding standard human resources policies and procedures; assists corps in completing forms and necessary paperwork to obtain approval for hiring new employees; assists corps in resolving problems associated with the processing of human resources forms; ensures compliance with human resources policies and procedures.
Distributes, explains, and enforces human resources policies and procedures for supervisors, Officers and employees at assigned Corps; investigates and attempts to resolve employee complaints and grievances; notifies appropriate Officer/department head when necessary.
Guides and directs the Corps and Commands on how to complete employment documentation, internal human resources processes on a daily basis; initial point of contact for employee issues by listening, gathering all required information, researching a proposed plan of action, coordinating with direct supervisor, and relaying the information back to the field in a courteous and tactful manner.
HR Paperwork Completion, Audit, and Review Responsibilities (25%)
Processes employment paperwork for new hires, conversions, transfers and separations for assigned Corps; ensures paperwork is properly completed and presented to DHQ HR in a timely manner; forwards all separation paperwork to immediate supervisor for review prior to submission to DHQ HR department; ensures new employee personnel files for assigned Corps are prepared in accordance with policies and procedures; archives all terminated employee files and maintains filing system.
Coordinates new hire and orientation process for assigned Corps; informs staff of new employee or promotion; prepares new hire paperwork; works with Officers and department heads to ensure 90-day employee evaluations are completed and mandatory new employee orientation and training is completed.
Maintains the confidentiality of all human resource records, and the confidentiality of human resources-related correspondence, conversations, or issues residing in the Area Command; ensures all departmental files are maintained in secure and organized manner.
Coordinates Christmas seasonal paperwork received from Corps and processes applications and minutes for DHQ approval; maintains I-9 binder for Christmas hires and shreds I-9 documents according to the records retention guidelines.
Prepares and coordinates reports and required documents for HR department audits to include, but not limited to, grants, external audits by DHQ and THQ, and internal management audits.
Recruitment Responsibilities (20%)
Assists, when needed, in the recruitment and interview process for assigned Corps; prepares job ads and job templates; attends job fairs for the recruitment of employees; updates recruitment material; schedules and conducts phone interviews, and works with staff to coordinate in person interviews.
Training Responsibilities (15%)
Trains and instructs Corps employees in the proper methods and procedures in personnel matters; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures.
Administrative Responsibilities (15%)
Prepares and maintains accurate and up-to-date computer personnel records for all employees and maintains the confidentiality of the same; ensures that all personnel records are properly organized and maintained in compliance with established standards.
Prepares, types and processes human resources forms and documents; composes, prepares, types, photocopies and files various correspondence confirming past employees’ employment, position title and salary; ensures that employment verifications are conducted within departmental policies and procedures.
Physical Requirements and Working Conditions:
Ability to meet attendance requirements.
Ability to read, write and communicate the English language effectively.
Ability to work under the pressure of deadlines and time constraints.
Ability to perform mathematical calculations.
Ability to operate various general office equipment including a telephone, personal computer and related office equipment.
Ability to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.
Ability to travel when needed to accomplish assigned job duties.
Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.).
Work is performed in a normal office environment where there is little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like, but not limited to the office.
Education and Experience:
Associate degree from an accredited college or university in Human Resource Administration, Business Administration or a closely related field, with a bachelor’s degree in the same preferred, or a Human Resources Certification
AND
Two years experience working in the human resources field,
OR
any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
