The State Water Resources Control Board’s Division of Administration Services has an opening for an Analyst II in the Procurement, Policy and Support Unit.
The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown, next to light rail stations and other public transportation.
Duties:
Under the direction of the Supervisor I, and consistent with good customer service practices and the goals of the Water Boards’ Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on work commitments, and to solicit and consider customer input when completing work assignments.
The incumbent independently performs the more difficult and complex technical and analytical work relating to the review, preparation and development of IT and Non-IT commodity acquisitions for assigned organizations and interacts with all levels of management regarding IT and Non-IT commodity acquisition related issues. The incumbent is responsible to the organization for performing the duties described, and for the quantity, quality and timeliness of work submitted. The incumbent performs varied, complex, technical, and analytical consultative tasks relating to process improvement and business analysis. Works cooperatively with and advises Water Boards staff on appropriate interpretation of the requirements and all aspects of the acquisition process during acquisition development. Interpret and apply contract laws, policies, and procedures to ensure compliance with the Government Code (GC), Public Contract Code (PCC), Department of General Services' (DGS) policies and procedures, and Water Boards’ policies and procedures relative to contracts and commodity acquisitions. The incumbent will utilize the Financial Information System for California (FI$Cal) system to create acquisition packages and enter requisitions. Incumbent may serve in lead capacity on projects as needed.

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
