The City of Chico is currently recruiting to fill 1 vacancy for an Information Systems Analyst. This is not a remote position; all work will be performed on City property.
This position will require passing an extensive background investigative check.
Under direction, provides professional support to the City’s technology programs in diverse capacities including business applications modification and maintenance, network or communications infrastructure design, implementation, and administration, and website development and management; responds to complex user support problems; monitors system performance to ensure performance and reliability standards are met; coordinates assigned activities with other departments and outside agencies; provides highly technical staff assistance to management staff in area of expertise; and performs related duties as assigned.
Supervision Received and Exercised
Receives direction from assigned supervisory or management personnel. Exercises no direct supervision over staff.
EXAMPLE OF DUTIES
This journey level classification is responsible for independently performing professional duties in support of the City’s information systems and technology programs. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Information Systems Analyst in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff.

Provides analytical support to City-wide technology programs in diverse technology areas including, but not limited to, business applications modification and maintenance, network or communications infrastructure design, implementation, and administration, and website development and management.

Troubleshoots, diagnoses, and maintains complex enterprise network systems; monitors and maintains servers; ensures system integration for operability across multiple platforms and technologies.

Monitors technology systems to evaluate reliability, conformance to performance metrics, and overall availability; tests, installs, implements, maintains, and modifies a diverse range of system hardware and software; confers with clients to determine needs and system configurations; defines and performs primary testing of enhancement/upgrades before release to users.

Provides professional support to a diverse range of business applications; evaluates and creates programs or databases for processing data; schedules application installation and upgrades; and works with departments to automate manual processes.

Designs and updates website front end systems; analyzes web content needs for departments and implements web-based products and applications; develops and maintains website policies and procedures; coordinates interdepartmental data sharing and system integration.

Participates in enterprise systems security; installs system security hardware, software, and related devices; monitors security system to identify any breaches; activates procedures and responses to system security issues; provides recommendations to mitigate risk.

Receives and manages work orders; troubleshoots and resolves enterprise system software, hardware, workstation, server, database, peripherals, and infrastructure issues.

Conducts systems analysis in the design, implementation, maintenance, and upgrades of enterprise information system and related applications, utilities, hardware, and peripherals.

Identifies system deficiencies or additional resource requirements; develops and implements modified or enhanced systems to increase their efficiency, reliability, and availability; implements, tests, and evaluates the effectiveness of solutions.

Prepares user documentation, including flow charts, standard operating procedures, user guides, and training materials; trains and instructs users in the use of technology and applications.

Assists in the development and implementation of technology related protocols, policies, procedures, and operating standards.

Conducts research and stays current on new trends and innovative solutions for technology programs; recommends new technologies to improve the operational technology effectiveness and services.

Observes and complies with all City and mandated safety rules, regulations, and protocols.

SUPPLEMENTAL INFORMATION Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Conditions
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
