The Street Transportation Department Design and Construction Management Division is seeking one motivated individual for our Materials Lab Manager vacancy in the City of Phoenix Materials Lab. The materials lab is the lead group in the City verifying the quality of construction materials in City streets and facilities. It also provides technical guidance to other groups in the City of Phoenix, including developing standards and supplemental specifications to MAG, reviews pavement maintenance strategies and surface treatments, pavement design, and other geotechnical services. This group also works with industry partners and other agencies to improve construction specifications and testing requirements, which are used as a reference for other West Valley cities.
The position will oversee the sampling and testing of materials for use on projects within the City of Phoenix right-of-way, as well as projects for other City departments including the Parks, Public Works, Aviation, Planning and Development and Water Services Departments. The role of this position includes overseeing City and consultant staff that performs field and lab testing of asphaltic concrete mixes, Portland Cement Concrete, soils and aggregates, and other transportation materials in accordance with MAG and City supplement requirements. It also includes the oversight of material testing for Aviation projects following FAA requirements. In addition, this position will provide expertise in developing acceptance criteria to manage the approved list of aggregate base coarse, asphalt and concrete mix designs for the City, as well as manage and lead the Approved Products Committee.
Responsibilities include but are not limited to:

Directly and indirectly manage technicians performing materials testing for acceptance according to applicable Federal, State, County and/or City of Phoenix requirements.

Review of material test results and reports and providing recommendations.

Advise on technical aspects of geotechnical engineering.

Review pavement structural sections and pavement material recommendations.

Maintain adequate certifications of testing staff and equipment.

Write correspondence to vendors, contractors, consultants, industry, and other city staff.

Manage consultants in charge of materials testing on behalf of the City of Phoenix.

Oversee the development and execution of material testing plans for Capital Improvement and private development projects.

Perform research and write technical specifications for incorporation into City supplement to MAG and special provisions.

Review the work done by outside consultants and contractors with an emphasis on materials and geotechnical recommendations.

Coordinate with consultants and project managers to ensure compliance with pavement design requirements and construction material specifications.

Research and review new construction materials and specifications before incorporating into construction within the City of Phoenix right-of-way.

Evaluate new materials, engineering practices, and industry trends to be incorporated into the city's design and construction requirements.
