Under limited supervision, the HR Specialist (People Operations) is responsible for administering the City's core human resources operations by ensuring compliance with employment laws and regulations, supporting payroll and HR technology systems, and providing accurate workforce data and analysis to guide organizational decision-making. ESSENTIAL FUNCTIONS:

1. Coordinates payroll administration and timekeeping processes to ensure timely and accurate employee compensation, payroll compliance, and adherence to applicable laws, regulations, and City policies.
2. Administers the City's employee benefits and wellness programs, including health, dental, vision, life insurance, TMRS retirement, COBRA administration, open enrollment, employee education, and vendor coordination.
3. Serves as the primary administrator for the Human Resources Information System (HRIS), maintaining system integrity, implementing process improvements, supporting system upgrades, generating reports, and assisting with future HR technology initiatives.
4. Administers and interprets federal, state, and local employment laws and regulations, including the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Equal Employment
Opportunity (EEO), Uniformed Services Employment and Reemployment Rights Act (USERRA), COBRA, ACA, and other applicable employment laws to ensure organizational compliance and minimize risk.
5. Administers employee leave programs, including FMLA, ADA accommodations, military leave, workers' compensation leave, and other protected and non-protected leave programs while ensuring regulatory compliance and consistent application of City policies.
6. Coordinates workers' compensation administration, including claim management and return-to-work and modified duty coordination, reporting requirements, and collaboration with supervisors, employees, insurance carriers, and medical providers.
7. Coordinates employment eligibility verification through the Form I-9 and E-Verify processes while ensuring compliance with federal employment verification requirements.
8. Develops, analyzes, and maintains workforce metrics, HR dashboards, compliance reports, and data analytics to support organizational decision-making, workforce planning, budgeting, and strategic initiatives.
9. Maintains official personnel records and records retention processes in accordance with applicable laws, regulations, and City policies while ensuring confidentiality and data integrity.
10. Develops and recommends improvements to HR policies, procedures, workflows, technology, and operational practices that enhance efficiency, customer service, compliance, and organizational effectiveness.
11. Prepares reports, participates on committees, assists with departmental initiatives, and performs other related duties as assigned.

Knowledge of payroll administration, timekeeping systems, payroll tax regulations, wage and hour requirements, and payroll reporting, including Human Resources Information Systems (HRIS), payroll systems, applicant tracking systems, and related HR technologies.

Ability to administer multiple human resources programs simultaneously while maintaining accuracy and regulatory compliance and adapt to changing priorities, organizational needs, and legislative requirements while maintaining high-quality customer service.

MINIMUM QUALIFICATIONS:

Graduation with a bachelor’s degree from an accredited college or university with a major in Human Resources, Business Administration, Public Administration or a related field, plus five (5) years of progressively responsible experience in human resources, payroll administration, benefits administration, compensation and classification, HRIS administration, or a closely related field, or any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Professional payroll or certified professional human resources certifications or ability to obtain within two years.
COMPENSATION: $59,723.22/year to $89,584.83/year (DOE). Full-time (40 hours a week).
