Position Purpose

The Housing Advocate is responsible for the coordination of supportive services to FIGR Citizens in order to meet their housing needs. The Housing Advocate assists in the development and administration of economic independence programs to address the needs of the Tribal Citizens and housing program participants. This position provides routine housing assistance to FIGR Citizens while they pursue home ownership and/or other housing programs and services. The Housing Advocate participates in ongoing collaboration with other FIGR departments and programs to assist FIGR Citizens as needed.

Essential Duties, Functions & Responsibilities

Maintain case files that document progress, activities, and successes with participants of the housing program.
Assist applicants with pathways to homeownership and identify appropriate housing options.
Support communication between families, landlords, housing program staff and other related services.
Inform participants of HUD and FIGR services available and coordinate appropriate referrals to internal and external community agencies.
Provide case management services to families in housing related crisis situations.
Support curriculum development, preparation of materials, and presentation of educational seminars and workshops relating to housing programs
Assist participants with budgeting and financial goal setting.
Provide resources to clients on topics including, but not limited to, bankruptcy, collection, court judgment, credit education, credit reports, housing issues, consumer protection laws, student loans, and wage attachments.
Explain credit report ratings and protection laws to program participants.
Perform routine audits to ensure compliance with the current regulations and FIGR policies.
Perform other job duties as assigned.

Minimum Mandatory Qualifications

Experience

Two (2) years of direct experience in housing advocacy work, Human Services field, or Financial Management/Planning.

One (1) year of housing, real estate, or property management experience, may be substituted for one year of direct service experience.

Education

Associate degree in Social and Behavioral Sciences, Human Services, Public Administration, or a related field.

License/Certification:

Must possess a valid driver’s license and be insurable under the Tribe’s policy.

NAHASDA Pathways Home Certification must be obtained within the first year of hire.

Preferred Qualifications

Bachelor’s degree in social and behavioral sciences, Human Services, Financial Management/Planning or another relevant field.

Three (3) years of direct experience in housing advocacy work, Human Services field or Financial Management/Planning.

Ability to exercise sound judgement and possess problem-solving skills involving concrete variables in standardized situations, and the ability to make varied decisions, and, in many cases, there is no precedent to draw upon.
Ability to maintain strict confidentiality and exercise discretion, particularly regarding sensitive or confidential personnel or organizational matters.
Ability to work efficiently and effectively when in high-pressure situations and under deadlines.
Ability to master and effectively use the database and software systems used at FIGR.
Ability to adhere to the highest level of professional ethical standards.
Ability to understand and comply with laws and regulations governing Indian housing programs as well as associated financial reports and legal documents.
Ability to learn and apply pertinent laws, rules, and regulations relating to the provision of a variety of housing and community services programs to interpret, explain, and apply them.
Demonstrate advanced analytical, organizational, and problem-solving skills.
Demonstrate excellent verbal and written communication skills.
Demonstrate accuracy and thoroughness, with the ability to monitor own work to ensure quality.
Demonstrate a record of satisfactory performance in all prior employment as evidenced by positive employment references from previous employers.
Demonstrate strong cultural sensitivity and ability to work effectively within a Native American tribal government environment.
Knowledge of the diverse needs of Native American families, including socio-economic issues relating to the Native American population, Native American values, customs, and traditions.
Knowledge of HUD procurement and loan policies and regulations.
Knowledge of TANF, community resources, and other social service agencies.
Knowledge of public housing administration, Indian housing programs, government contracting, accounting, and financial management.
Knowledge of financial terminology, credit counseling methods, mortgage loan documentation and qualifying requirements.
Knowledge and experience with Microsoft Office Suite, including Microsoft Word, Excel, PowerPoint, etc.
Successful clearance of all pre-employment testing, background, and credit checks.
Perform other duties as assigned.
