Participates as a member of the Water Resources administration team performing analytical and administrative duties to support water and wastewater operations. Designs, programs, implements, and maintains the City’s advanced meter infrastructure (AMI) system; ensures optimal network health, prompt resolution of exceptions, and accurate synchronization of data across systems; and validates, analyzes, and interprets AMI data. Receives general supervision from the Engineering Support Services Administrator or designee, who outlines work assignments, monitors work in progress, and reviews completed work. May exercise technical or administrative supervision over assigned maintenance and/or customer service staff, as assigned. This includes making detailed work assignments, frequently reviewing work in progress, and carefully reviewing completed work.
EXAMPLE OF DUTIES
Researches administrative issues, conducts studies and produces documents recommending appropriate courses of action and strategies in support of water and wastewater operations.Designs and programs the City’s AMI system and coordinates the installation of related equipment; establishes benchmarks and methods for monitoring and reporting on AMI system performance.Identifies potential and required changes to water and AMI business/operations practices and procedures; develops and implements recommendations to improve accuracy, customer satisfaction, system performance, and operational workflow.Monitors and maintains high standards of water (e.g., AMI and billing) data quality; ensures synchronization between systems for reliability and validity; develops systems of tracking, measuring, and validating data; audits data for anomalies, usages, non/negative reporting, communication failures, and recurring errors and implements corrective measures; develops systems of tracking, measuring, and validating data.Gathers, compiles, analyzes, and interprets water (e.g., AMI) and wastewater data and prepares periodic and special reports; assesses and implements methods to improve data collection, analysis, and reporting.Identifies business user needs and documents workflows; troubleshoots system issues; develops training documentation and conducts training on AMI systems.Oversees and performs work associated with AMI and large meter operations for the City’s water utility services; partners with field operations to address system issues and coordinate resolutions.Coordinates with supervisor to assign AMI work orders to lower-level staff or field staff; provides work direction to various staff; provides day-to-day leadership and training and ensures a high performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, strategic plan, objectives, and values.Participates in the development of request for proposals for consultant services and bid processes; participates in evaluating proposals; ensures contractor compliance with City specifications, policies and procedures, and service quality.Assists in the preparation and administration of assigned budget(s) and recommends adjustments.Collaborates with the other City departments and contractors to ensure the system remains up-to-date and optimized for operational needs.Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.Maintains files, databases, and records related to AMI activities; ensures the proper documentation of operations and activities.Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.Monitors changes in regulations and technology that may affect the City’s AMI program; implements policy and procedural changes to comply with regulations. Performs other duties as assigned.
