Qualifications
Education: General
Minimum Qualifications: *If a driver’s license is required, a copy must be sent to your recruiter following the interview.* One year of experience in planning, directing, organizing, managing or administering personnel or human resource functions. Education may be substituted for experience as determined relevant by the agency. Maintain a Valid Driver’s license.
Post-Offer, Pre-employment Requirements:
Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

The person in this position has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPAA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The person will receive training in the provision of the HIPAA Privacy Regulations as they relate to the duties of this position and has signed a confidentiality agreement.
In addition to the tasks listed below, the incumbent is expected to communicate the Mission, Vision and Guiding Principles of the agency to peers, clients and the public; identify personal strengths and developmental needs to increase job performance and long-term career growth. Continually analyze work processes, seek new approaches and make recommendations to enhance efficiency and effectiveness of the agency. Works in a harmonious and cooperative fashion with other staff to provide efficient and effective customer service. Uses free time as available to assist other staff in the completion of work assignments. Contributes to a positive work environment through a positive, helpful, courteous demeanor towards staff, clients, and the general public. Adheres to appropriate standards of conduct regarding the use of leave and reports to work on time.
Personnel Program Management:
Assists the KC Region Personnel Director in the day-to-day management of the KC Region Personnel Services program through oversight of KC Region Service Centers. Assures all actions are in compliance with existing statutes, regulations, agency and regional policies, Department of Labor laws, Equal Employment Opportunity (EEO), Americans with Disability Act (ADA), Family Medical Leave Act (FMLA), workers compensation and other applicable laws. Communicate effectively to all KC Region employees on all facets of personnel services.
Benefits Management
Provide day-to-day benefits administration services to include KPERS, Optional Life Insurance, Health Insurance, Shared Leave, Deferred Compensation, Heath Quest, MAP, Infant at Work, Parental Leave, etc… Monitors the Membership Administrative Portal (MAP) which is the State Employee Health Plan (SEHP) official benefits enrollment and maintenance site for all state employees’ health insurance tracking. Assist employees in completing benefits related forms, applications, and other Personnel related paperwork and data, assist in uploading necessary documentation as needed, process changes and terminations. Work with SEHP and DCF Administration to communicate employee issues/concerns to include completing communication forms in MAP and work to a resolution.
Serves as a designated signer for KPERS portal. Assist employees with any KPERS retirement questions to include service credits, buybacks, withdrawals, disability, death benefits, beneficiaries and assist employees with any necessary paperwork and other general benefits questions as needed for retirement. Deliver excellent customer service when assisting employees with questions, paperwork, claims, or payment of fees. Benefits specialist for processing enrollments, changes and terminations of participants in all benefit plans and programs in KPERS portal.
Assists with scheduling annual open enrollment meetings and answering questions regarding benefit changes. Provide timely and accurate information regarding the state’s benefits to employees. Back-up presenting benefits overview for new employees.
Employee Transactions:
Enters all new employees intoSHARP. Enters employee/position changes. Enters and documents employee movement in official personnel records in SHARP: Reclassifications, Promotions, Demotions, Salary changes, Terminations. Coordinate any incoming transfers within DCF and other agencies.
Works with employee when terminating to inform of the end of benefits and options. Provides Exit Interview information
General Personnel Support:
Maintain employee personnel files for Lawrence, Atchison, and Leavenworth to ensure files are current and information is easily accessible. File documents and reports so that all Personnel records and files are current, and information is easily retrievable by Personnel department staff.Sends Reimbursement of License to DCF Payables as received. Backs up the Payroll Administrator with new employee orientation. Provides oversight of the payroll processing. Backs up the Personnel Director when she is on leave or when she requests assistance with special projects. Other duties as assigned.

Back-up for recruitment, payroll and otheradministrative HR tasks.
