About the Organization:
The Police Athletic League (or PAL) is New York City’s largest independent youth development organization. We operate diverse programs from Head Start, Day Car and Universal Pre-K programs; to elementary and middle school after-school programs, summer day camps and summer Playstreets. We run evening teen centers and college readiness programs, as well as youth employment and juvenile justice programs. In its over a century of service, PAL is continuing its evolution and remains a vibrant and vital New York City institution.
Position Summary
The SYEP Borough Coordinator is responsible for the planning, coordination, and day-to-day management of an assigned Summer Youth Employment Program (SYEP) contract. Under the supervision of the Deputy Director of Youth Employment, the Borough Coordinator oversees program operations, staff supervision, participant recruitment and enrollment, worksite development, compliance, and contract deliverables while ensuring a high-quality experience for participants, families, employers, and community partners.
The Borough Coordinator serves as a key point of contact for assigned SYEP programming and is responsible for ensuring that program activities are implemented effectively, timelines and requirements are met, and participant and worksite needs are addressed in a timely manner.
In addition to SYEP responsibilities, the Borough Coordinator supports the Youth Employment Department's broader workforce development initiatives and collaborates with departmental staff and external partners to expand opportunities for youth throughout the year.
Compensation
$28.57 per hour | 35 hours per week
Major Duties and Responsibilities
Staff Management: Recruit, interview, onboard, train, supervise, coach, and evaluate SYEP staff assigned to the contract. Provide ongoing guidance and support to ensure staff understand program expectations and meet performance standards.
Participant Recruitment and Enrollment: Coordinate all aspects of participant recruitment, lottery selection, enrollment, orientation, placement, and onboarding in accordance with SYEP and agency requirements.
Program Operations: Oversee the day-to-day implementation of the assigned SYEP contract, ensuring program activities, schedules, staffing, and services are delivered effectively and in accordance with established requirements.
Compliance and Contract Management: Monitor program compliance, deadlines, policies, procedures, and contract deliverables. Ensure required documentation is complete, accurate, timely, and audit-ready in accordance with DYCD and PAL requirements.
Participant Records and Data Management: Maintain accurate participant records and ensure required information is entered and maintained in applicable systems. Prepare reports and monitor data related to participation, attendance, performance, and program outcomes.
Worksite Development: Develop, cultivate, and maintain relationships with employers, community organizations, and worksites. Identify opportunities to expand the network of worksite partners and strengthen employment opportunities for youth.
Year-Round Workforce Development: Recruit and maintain worksite partnerships that can support both summer and year-round workforce development opportunities. Assist with recruitment and engagement of participants for additional Youth Employment programs and initiatives offered by PAL.
Stakeholder Relations: Serve as a primary point of contact for participants, parents and guardians, worksite supervisors, employers, community partners, and internal staff regarding SYEP operations, concerns, and program expectations.
Training and Meetings: Coordinate and facilitate staff meetings, participant orientations, staff trainings, workshops, and other program-related activities.
Worksite Monitoring: Conduct regular worksite visits and maintain communication with worksite supervisors to monitor participant experiences, address concerns, and ensure worksites remain aligned with program expectations.
Attendance and Payroll: Oversee participant attendance tracking, timesheet and payroll documentation, and related processes. Identify and address attendance or payroll concerns in a timely manner.
Incident Management: Ensure participant and worksite incidents are documented, reported, and addressed in accordance with PAL policies and applicable SYEP requirements. Escalate significant concerns to departmental leadership as appropriate.
Facilities and Logistics: Secure and coordinate appropriate facilities for program activities, orientations, trainings, workshops, and other SYEP-related events.
Problem Resolution: Collaborate with department staff and external stakeholders to resolve participant, staff, worksite, and operational concerns effectively and professionally.
Program Improvement: Identify opportunities to improve program operations, participant engagement, worksite partnerships, and overall program quality. Contribute recommendations to departmental leadership and support the implementation of improvement strategies.
Departmental Collaboration: Collaborate with Youth Employment staff and other PAL departments on departmental initiatives, special projects, events, and cross-functional priorities.
Workforce Development Initiatives: Support the planning and implementation of PAL's broader workforce development initiatives and contribute to strategies that increase access to meaningful employment, career exploration, and professional development opportunities for youth.
Special Projects: Assist with special projects and provide support to other Youth Employment programs and initiatives as assigned.
Other Duties: Perform other related duties and responsibilities as assigned.

Qualifications
Bachelor's degree from an accredited college or university in Youth Development, Education, Human Services, Social Work, Business Administration, Public Administration, or a related field required.
One to two years of experience in youth employment, workforce development, education, human services, program coordination, or a related field; SYEP experience strongly preferred.
Experience coordinating programs, managing program operations, or working with youth-serving programs preferred.
Experience supervising, training, or providing guidance to staff preferred.
Strong organizational, leadership, time-management, and problem-solving skills.
Excellent written, verbal, and interpersonal communication skills, with the ability to effectively communicate with youth, families, staff, employers, community partners, and other stakeholders.
Ability to manage multiple priorities, meet deadlines, and maintain accuracy in a fast-paced, deadline-driven environment.
Strong attention to detail and ability to maintain accurate records and documentation in accordance with program and contractual requirements.
Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint; experience working with databases, case management systems, or other program management systems preferred.
Ability to analyze program information and data and use findings to support program operations and decision-making.
Ability to work independently while contributing effectively to a collaborative team environment.
Demonstrated commitment to youth development, workforce development, and creating meaningful employment and career development opportunities for young people.
Willingness and ability to travel throughout the assigned borough and work occasional evenings, weekends, or extended hours based on program needs.
Ability to maintain confidentiality and exercise sound judgment when handling sensitive participant, employee, and program information.
