Director of HCV & LIPH Program
Reports To: Deputy Executive Director
Position Summary:
Lee’s Summit Housing Authority (LSHA) serves 655 participants in its Housing Choice Voucher (HCV) program and 116 Low Income Public Housing (LIPH) residents. The Director is responsible for the daily operations of both the HCV and Public Housing departments.
Salary Range: $60,000 - $85,000
Key Responsibilities:
- Responsible for the daily operations of the HCV and LIPH programs, which includes development, documentation, technical controls, operation of both internal processes and administrative.
- Develop and maintain plans to achieve and maintain a minimum of 98% occupancy at assigned property.
- Provide reasonable assurance that obligations and costs are compliant with applicable laws.
· Accountable for maintaining accurate internal records of activities and transactions, which are promptly accomplished and properly authorized and executed.
· Responsible for the planning, organization, coordination, monitoring, implementation, and ongoing analysis of both programs, ensuring they function in an efficient and effective manner in accordance with federal, state, local, and LSHA rules and regulations.
· Monitor HQS Inspector schedule and daily assignments.
· Training for HQS Inspector (as needed).
· Assist with scheduling annual inspections.
· Perform inspections (if needed).
· Conducts periodic reviews of program procedures with the Deputy Executive Director and Executive Director to ensure optimal performance in the delivery of the highest quality of services.
· Assists with formulating policies and procedures within both departments.
· Studies impacts on ongoing and proposed measures including, but not limited to, measurement and evaluation of workflow, conducts cost and time studies, conducts quality control studies on operations, services, and/or procedures; ensures compliance with federal, state, local and/or program rules and regulations.
· Responsible for the preparation of comprehensive written reports summarizing findings and recommendations to increase agency proficiency and effectiveness.
· Responsible for generating statistical reports to be submitted to HUD and the Executive Director.
· Prepares for annual comprehensive audits.
· Responsible for staff development and training.
· Assists in formulating the annual operating budget and program monitoring on an ongoing basis.
· Represents LSHA at community forums involving HCV program issues.
· Coordinates landlord informational conferences and education forums.
· Acts as a liaison between LSHA and HUD regarding agency issues.
· Responsible for personnel and administrative functions for staff.
· Responsible for auditing of a minimum 5% of LIPH & HCV files, from various Move-Ins, Port-Ins, Annual Reexaminations, or Interim Reexamination categories per month.
· Responsible for all SEMAP Indicators and compilation in folders for FYE Submission.
· Ensures all adjustments by staff are accurate
· Assist in approval/disapproval of program applications.
· Monitor all repayment agreements and payments
Knowledge/Skills/Abilities:
· Provide excellent customer service
· Outstanding oral and written communication skills.
· Functional knowledge using computers, email, and Microsoft Office.
· Knowledge of HUD regulations, the LIPH and ousingHousingHCV Program Administrative Plans.
· General principles and best practices of office management.
· Interviewing and negotiation techniques and principles.
· The ability to work creatively with team members.
Minimum Qualifications:
· High School Diploma/GED.
· Five (5) years of experience in subsidized LIPH and/or HCV program administration; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work effectively.
· Possession of a valid photo ID is required.
· Computer and software experience in a related background.
· Ability to read, interpret, understand and apply regulations by Federal, State, local laws and codes.
· Possess good mathematic/quantitative skills.
· Strong problem-solving skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
· Candidates must read, write and speak in a manner reflecting a professional business position.
· Ability to work well on your own and as part of a team.
· The employee must not be under the influence of drugs and alcohol while on property performing work for LSHA. Although the State of MO has passed Medical Marijuana, LSHA prohibits its use per our Personnel Policy and under our ACC agreement with the U.S. Department of Housing and Urban Development.
OTHER REQUIREMENTS
- Must be available for occasional overnight travel for training.

Hours of Work/Travel:
· This is a full-time position. Regular hours of work and days are Monday through Friday, 8:00 AM to 4:30 PM. The office is closed to the public on Friday.
· Travel is primarily local during the business day between housing units and to partner offices, although some out-of-the-area and overnight travel for training may be required a couple of times per year. This position will require you to have your own vehicle transportation to and from your home to the office.
