ABOUT THE Division
General description
The Shared Application Services team within CPA IT is looking for a professional, well-organized Release Manager who works well in a fluid and collaborative environment. As a Release Manager at CPA, no two days will be exactly alike, but each will be centered on keeping our software delivery running smoothly and reliably. Your morning might begin by reviewing the status of upcoming releases, checking in with development teams during stand-ups, and confirming that pipelines, environments, and dependencies are ready for the upcoming scheduled deployments. You'll coordinate closely with developers, QA, change management, and IT operations teams to shepherd releases through all environments and stages up through production-balancing competing priorities, resolving blockers, and taking the necessary actions that keep projects on track and moving forward. You'll coordinate and manage deployments, validate their success, monitor for issues, and ensure that proper change management practices and security policies are followed every step of the way.
Beyond the day-to-day coordination, you'll think strategically about how to make our release processes better-refining software delivery workflows, strengthening deployment verification procedures, and leading continuous improvement efforts that reduce risk and increase predictability. You'll document runbooks, mentor team members, and participate in an on-call rotation to respond when critical issues arise outside of business hours. This role is ideal for someone who thrives in a fast-paced, collaborative environment, enjoys both the technical and organizational sides of software delivery, and takes pride in being the steady hand that turns complex, high-stakes releases into routine successes. Work Hours
40-hour week, Monday - Friday 8 a.m. to 5 p.m. with occasional evening and weekend hours. Hours may change based on business needs and may vary in accordance with division polices for Work Alternative Schedules (WALT). Perform on-call rotation duty.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 3days/week, etc.). Travel reimbursements are not provided for teleworking.
Minimum Qualifications:
- Graduation from an accredited four-year college or university with a bachelor's degree.
- Seven (7) years of full-time work experience in Information Technology
- Three (3) years of experience in one or more of the following:
Managing software releases, creating release plans, and coordinating release activities
DevOps or DevSecOps practices, CI/CD implementation, and maintaining CI/CD pipelines
Value stream management, mapping, and workflow analysis and improvement
Integrating software systems across platforms
Software testing, analysis, and troubleshooting
Project or program management
- Three (3) years of experience with Agile methodologies and practices in a software development or IT operations environment
Preferred Qualifications:
- Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science, Computer Information Systems, Management Information Systems or related field.
- Five (5) years of experience in the role of Release Manager
- Working in a government agency or highly regulated environment
- Familiarity with containerization and orchestration tools (e.g., Docker, Kubernetes)
- Familiarity in scripting languages (e.g., Python, Shell) and experience with automation tools
- Experience with Infrastructure as Code tools like Terraform or Ansible
- Familiarity with Atlassian stack: Jira, Confluence, and BitBucket
- Working knowledge of change management practices, procedures, and tools.
- Project Management Professional (PMP) or ITIL certification
Substitutions:
One (1) additional year of the full-time minimum experience in release manager may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).
Licenses / Certifications (Preferred):
IT-related certifications or professional organization memberships.
In this role you will:
Deployments and Migrations
- Coordinates deployment and migration activities, ensuring minimal disruption to ongoing projects.
- Manages and coordinates deployments and migrations to various environments (eg. dev, test, staging, prod).
- Develops and enforces best practices to enhance the reliability and predictability of deployment and migration processes.
- Designs, modifies, and implements new or revised systems to serve new purposes or improve workflow.
- Creates and maintains comprehensive deployment and migration runbooks for all environments.
Release Coordination and Execution
- Collaborates with software change management administrators and project teams to ensure adherence to established change management processes and compliance with relevant policies throughout the release lifecycle.
- Tests and diagnoses systems to ensure that critical requirements are met.
- Conducts release readiness assessments, coordination meetings, and go/no-go decision meetings to verify all prerequisites are met before deployment.
- Manages cross-team dependencies, identifying and resolving conflicts to maintain established release schedules.
- Ensures all release activities comply with agency IT and security policies, procedures, standards, and guidelines.
Release Planning and Scheduling
- Works in partnership with development, quality assurance, and operations teams to gather and analyze release requirements, estimate resource needs, and define critical milestones for each release cycle.
- Develops, maintains, and communicates release calendars, ensuring effective scheduling and coordination across multiple teams and projects.
- Prioritizes and schedules releases based on business objectives, technical constraints, and resource availability.
- Develops, documents, and enforces release management policies and standards to ensure consistency, quality, and compliance across all releases.
Process Review and Continuous Improvement
- Make recommendations concerning the direction of the agency's computer and management information systems.
- Collaborates with cross-functional teams to solicit feedback and drive improvements in process efficiency, communication, and inter-team collaboration.
- Conducts or participates in post-mortems and root cause analysis sessions related to issues/failures arising during releases and deployments to identify areas for improvement.
- Implements process changes and improvements based on analysis of feedback, lessons learned, and outcomes from previous releases and deployments.
- Actively participates in continuous improvement initiatives, staying informed about industry best practices.
On-Call Responsibilities
- Facilitates emergency deployments and hotfixes when critical issues arise, ensuring minimal downtime.
- As part of a weekly rotation with other team members, collectively provides 24X7 coverage.
- Be the first point of contact for incidents that occur outside regular business hours.
- Conducts thorough troubleshooting to identify the root cause of issues affecting system performance.
Documentation and Training
- Maintains comprehensive documentation of processes and procedures, ensuring accessibility for all team members.
- Provides training sessions to facilitate the understanding and adoption of improved processes for team members and cross-functional teams.
- Develops and maintains knowledge base articles for common issues and their resolutions.
Performs Other duties as assigned.
