Non-Smoking
The City of Delray Beach is a Non-Tobacco Workplace. The City will not consider applicants who have used tobacco or nicotine products for a period of at least three months prior to application for employment. The definition of "tobacco or nicotine products" includes but is not limited to, cigarettes, cigars, chewing tobacco, pipes, snuff, e-cigarettes and nicotine patches or gum.
This is a technical position that involves identifying and inspecting all new backflow assemblies as well as testing, installing and repairing all city owned backflow assemblies. Providing controls to prevent the potential contamination of the water system. Performs cross-connection control inspections and hazardous assessment surveys in accordance with F.A.C. 62-555. Work is performed under the general supervision of the Environmental Resources Compliance Manager.
The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Inspects all new Backflow assemblies to ensure proper installations.

Inspects, repairs, installs and tests all City owned Backflow assemblies to ensure proper functioning.

Performs cross-connection and sanitary surveys.

Test and certify hydrant meter backflow devices for demolition and new construction sites.

Coordinates administration and City’s compliance with the Well-field Protection Program.

Attends inspections by Palm Beach County’s Department of Environmental Resource Management (DERM) regarding all IPP and Backflow prevention regulated City sites.

Monitors and administers the City’s compliance to IPP regulations.

Collects samples from industrial users.

Inspects general industrial facilities for compliance with secondary containment requirements for storage of hazardous and restricted materials.

Completes and files inspection reports and conducts follow-up inspections.

Prepares letters and/or issues notices of violations.

Able to be on call to respond to possible emergency events.

Acts as the departmental representative when working with local, regional, and county regulators.

Answers and resolves questions from representatives, and/or contractors regarding Industrial Pretreatment and Backflow Prevention compliance.

Maintains records and inspections for Backflow Program, IPP, Tanks Program, Well-field Protection, Backflow Program for Yearly Audit on program.

Able to be on call to respond to possible emergency events.

Fosters positive employee relations and employee morale on a City-wide basis.
- High school diploma or equivalent GED certification.
-
Two (2) years of experience in cross-connection control, and/or testing, repair, and maintenance of a water distribution system, potable water distribution, sanitary sewer collection, wastewater pumping, reclaimed water distribution, underground utility construction, laboratory sampling and analysis or related areas.

Current certification in Backflow Prevention Assembly Testing and Cross Connection Control: Inspections and Surveys.

Preference for certification in Cross-Connection Control Program Management and using VEPO Cross Connex for backflow device management.

Must possess or obtain the Florida Industrial Pretreatment Association’s FOG Management Certification within one (1) year in the position.

Must possess the Florida Industrial Pretreatment Association’s Level C Industrial Pretreatment Certification or obtain it within one year of the hiring date.

Must possess a valid Florida Driver's License with a good driving record.
Knowledge of the proper installation and repair of Backflow devices according to AWWA Manual M14 and the City of Delray Beach minimum construction standards.
Ability to respond to possible emergency events including after work hours. Skill in inspecting, repairing, installing testing backflow assemblies. Skill in maintaining inspection records. Skill in utilizing public relations techniques in responding to inquiries and complaints. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.
