The work at the Academy is grounded in the New Mexico Law Enforcement Training Act, but the mission goes far beyond compliance. The NMLEA is building a culture of continuous learning, ethical leadership, and operational readiness-powered by the Acadis® software suite, which enables staff to track, audit, and elevate training outcomes across every jurisdiction in New Mexico.
Why does the job exist?
The Senior Program Coordinator provides advanced administrative, operational, and analytical support that ensures the New Mexico Law Enforcement Academy's programs, policies, and statutory functions run efficiently and in compliance with state requirements. This position coordinates complex program workflows, manages critical documentation, supports procurement and fiscal processes, and ensures accurate reporting for leadership, boards, and oversight bodies.
As a senior-level coordinator, the position operates with independence and discretion to identify gaps, improve processes, and maintain audit-ready administrative systems that support LEA, STC, and LECB operations. The role serves as a key resource for staff, providing guidance, training, and technical assistance to ensure consistent, compliant, and effective program administration across the Academy.
How does it get done?
PROGRAM OPERATIONS, ANALYSIS and ORGANIZATIONAL IMPACT
1 - Coordinates complex administrative and operational programs for LEA, STC, and LECB with major organizational impact.
2 - Conducts advanced program analysis to identify gaps, inefficiencies, and compliance risks; recommends and implements improvements.
3 - Develops performance metrics, dashboards, and evaluation standards to assess program effectiveness and operational outcomes.
4 - Ensures program activities comply with federal, state, regulatory, and oversight requirements.
5 - Operates independently on complex assignments requiring discretion, judgment, and interpretation of policy.
6 - Prepares program reports, data summaries, and briefing materials for leadership and oversight bodies.
PROCUREMENT, CONTRACT and FISCAL SUPPORT
1 - Coordinates procurement workflows, including purchase requisitions, contract requests, renewals, and supporting documentation.
2 - Ensures procurement and contract activities meet state purchasing rules, DPS requirements, and audit standards.
3 - Tracks expenditures, reconciles documentation, and supports fiscal staff in maintaining audit ready records.
4 - Monitors vendor performance and contract deliverables, escalating issues as needed.
POLICY, PROCEDURE and DOCUMENT MANAGEMENT
1 - Conducts research, analysis, and drafting of policies, procedures, and administrative guidance for LEA and STC.
2 - Ensures policy documents remain compliant with federal, state, and regulatory requirements.
3 - Manages document control, versioning, and distribution for administrative and training related materials.
4 - Oversees updates to the Student Guidebook and other program manuals.
5 - Provides instruction or guidance to staff on policy interpretation and procedural compliance.
BOARD, EVENT and EXECUTIVE SUPPORT
1 - Coordinates STC and LECB board meetings, including agendas, packets, documentation, and statutory follow ups.
2 - Supports the annual NM Law Enforcement Memorial through coordination, procurement, communications, and ceremonial coordination.
3 - Provides high-level administrative and analytical support to the Director and Deputy Directors, including research and special projects.
4 - Ensures accurate documentation of board actions, compliance requirements, and reporting obligations.
TRAINING, GUIDANCE and STAFF SUPPORT
1 - Provides training, guidance, and technical assistance to lower-level administrative staff.
2 - Supports onboarding and procedural instruction for new employees and program staff.
3 - Serves as a subject matter resource for program processes, compliance requirements, and administrative workflows.
4 - Assists supervisors by identifying training needs and recommending development strategies.
REVENUE and FEE COORDINATION
1 - Coordinates billing and fee processes for BPOT, PST, and Advanced Training programs.
2 - Ensures accurate invoicing, reconciliations, and documentation for gym fees, food/lodging charges, and training related revenue.
3 - Collaborates with the Administrative Section and DPS Finance to maintain revenue integrity and compliance.

Work is performed for the New Mexico Department of Public Safety employees, local law enforcement agencies, dispatch centers, satellite law enforcement academies, and executive and legislative agencies throughout the state.

Minimum Qualification
Associate's Degree and three (3) years of experience in program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's Licenses, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment within six (6) months of date of hire. Continued employment is subject to a National fingerprint-based records check within 30 days of assignment and contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information System Security Policy.
Local, in-state and out-of-state travel may be required. Overtime may be required to meet deadlines, peak performance periods, time-sensitive information requests, and other projects.
Working Conditions
Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential Information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines. Must be able to lift and carry up to 25 pounds.
