Overview
Catalyst Solutions is seeking a Requirements Analyst (Level 2) to provide on-site program analysis and capabilities development support to Capabilities Integration Officers (CIOs) at the Combat Development and Integration (CD&I) directorate, Marine Corps Combat Development Command (MCCDC), Quantico, VA, in support of Product Manager Combat Service Support Equipment (PdM CSSE). Working within Government Integrated Product Teams, this position contributes to the documentation of USMC material requirements for clothing, individual equipment (CIE), and individual armor programs, supports requirements documentation development, and facilitates communication between MARCORSYSCOM program management office personnel and CD&I CIOs. Education Requirements
- Bachelor's degree (BA/BS) in a relevant field such as Business Administration, Systems Management, Political Science, or a related discipline.
Experience Requirements
Experience requirements may be fulfilled simultaneously.
- Five (5) to seven (7) years of relevant experience in defense acquisition, requirements development, capabilities analysis, or related fields; or a Master's degree with three (3) to five (5) years of equivalent experience.
- Foundational familiarity with the requirements process, DoD materiel requirements documentation, or capabilities integration activities within a military acquisition environment.
Specific Performance Requirements
- Provide on-site program analysis and subject matter expertise to Capabilities Integration Officers (CIOs) at CD&I, MCCDC, Quantico, VA; facilitate communication between MARCORSYSCOM PdM CSSE Program Management Office personnel and CD&I CIOs to support informed requirements and acquisition decisions.
- Document USMC material requirements for clothing, individual equipment (CIE), and individual armor programs; draft subsequent documentation for Government review and approval, ensuring alignment with DoD and Marine Corps requirements documentation standards and templates.
- Conduct periodic analysis to validate and adjust Approved Acquisition Objectives (AAOs) within the Total Force Structure Management System (TFSMS); prepare and update TFSMS reports as required by supported programs.
- Provide analytical support to POM budget development and budget exhibit reviews; assist in drafting Program Objective Memorandum (POM) funding initiatives for Government review under the direction of senior Government leads.
- Coordinate with Marine Corps operating forces to identify capabilities, gaps, solutions, and risk areas; ensure PdM CSSE program portfolios provide the warfighting capabilities necessary for Marine Corps clothing, individual equipment, and individual armor missions.
- Assist with drafting requirements documents including Capability Development Documents (CDDs), Concepts of Employment (COEs), and Operational Mode Summaries/Mission Profiles (OMS/MPs) for clothing, individual equipment, and armor programs; support Government CIOs throughout the requirements staffing process.
- Deliver capability briefs and information papers to CD&I and MARCORSYSCOM leadership; assist in preparing and maintaining requirements-related documentation and correspondence aligned with DoDI 5000.02, SECNAVINST 5000.2, and applicable requirements policy guidance.
- Coordinate with PdM CSSE program office staff under the direction of senior analysts to align requirements documentation with program acquisition strategies, milestone schedules, and program decision milestones.
Qualifications & Certifications
- Active Secret security clearance or eligibility to obtain and maintain one (required).
- Foundational knowledge of JCIDS policy (CJCSI 3170.01) and DoD/Marine Corps requirements documentation processes (required); DAU Requirements Management coursework (preferred).
- Common Access Card (CAC) eligibility; ability to comply with MCCDC and MCB Quantico access control requirements.
- Exposure to TFSMS and Marine Corps PPBE processes (preferred); willingness to develop working proficiency in these systems on the job.

- Proficient in MS Office Suite (Word, PowerPoint, Excel, SharePoint, Outlook); basic familiarity with TFSMS and DoD requirements management tools; eager to rapidly learn new Government databases and web-based systems.

Pay: $85,000.00 - $105,000.00 per year
