The Payroll Department at Georgia State University is seeking to hire a Payroll Accounting and Reporting Manager

DUTIES AND RESPONSIBILITIES INCLUDE:

Manage the Payroll Accounting functional area
-
Maintains payroll guidelines by writing and updating policies and procedures.

Thoroughly understand federal, state, and local legal employment tax requirements. Comprehends existing and new legislation DOL and IRS requirements; supports the enforcement of requirements; advises management on related needed actions.

Ensure timely and accurate reporting and payment of Federal, state, and local payroll taxes, including, but not limited to Forms W-2, 941, SUTA, SUI, and various other filing requirements.

Provides required tax reporting support for various GSU departments.

Provides support to the payroll run processing function.

Provides support to the Clearance Form process.

Provides support for all tax functions.

Provides support for foreign national tax compliance.
-
Ensure compliance with key internal controls and processes.

Oversee the Common Remitter, TRS, ORP, ERS, 403b, 457, and all other retirement reporting processes.

Manage expired and reissued payroll checks and the unclaimed property process, and ensure that data is received, tracked accordingly, and reported accurately and in a timely manner.

Manages the direct deposit rejects, retractions, and stop payment process.

Manage the state and local multi-jurisdiction tax process.

Research and reconcile payroll-related exceptions.

Responsible for all general ledger functions related to payroll processing and bank reconciliations, including but not limited to balancing accounts. Prepare and or review monthly and quarterly bank reconciliations and payroll general ledger account reconciliations.

Management of current and outstanding tax items, including amendments, penalties, and maintenance of new jurisdictions.

Communicates actively with the Finance and HR department leads to review and monitor cross-departmental impacts of processes.

Work with Benefits Team on reconciliations and the Deferred Compensation program.

Payroll liaison for collection and audit of contributions.

Manage the overpayment process, inclusive of employee communications.

Manage the departmental invoice and payment authorization processes.
-
Oversee the payroll garnishment and general deduction processes.

Performs other related duties as assigned.
KNOWLEGDE, SKILLS AND ABILITIES
Ability to manage multiple tasks or projects at one time.
Excellent interpersonal, initiative, teamwork, problem-solving, independent judgment, technology, organization, communication (verbal and written), time management, project management, and presentation skills.
Proficient with Microsoft Office products, with an emphasis on Excel.
Understands accounting processes (Payroll, Accounts Payable, etc.).
Strong Attention to detail and strong organizational and follow-up skills.
Strong customer service skills and phone etiquette.
Please Note: This position is located on-site five days a week at GSU’s Downtown Atlanta Campus.

Qualifications:
Minimum Hiring Requirements:
Bachelor’s degree in Accounting, Management, Business or a related field, and four years of related experience; or a combination of training and experience.
Salary : $79,400 - $103,200
