The Office of Workforce and Community Initiatives (OWCI) is seeking a candidate to fill a Program Specialist position within the SkillUP Team. The base for this position will be located in Cole County at 3705 Missouri Blvd, Jefferson City, MO.
Responsibilities - What you’ll do
The essential duties and responsibilities include, but are not limited to:
- Developing procedures, policies, and instructions necessary to the operation and implementation of newly designed or modified programs or projects.
- Making suggested changes to policies that may not be in the client’s best interest or conflict with contractor streamlining.
- Designing and developing operational and administrative forms necessary for the transmission of information, satisfaction of reporting requirements, establishment of control systems, and evaluation of program effectiveness.
- Oversite of assigned contracts.
- Evaluating Workforce Development program trends and coordinating with the training and program staff to develop training.
- Answers technical questions from providers, staff, and peers regarding SkillUP, Missouri Work Assistance (MWA), and other Employment and Training Programs.
- Review monitoring reports for training needs and trends.
- Review expenditures in conjunction with fiscal/invoicing team.
- Assist with the case management system and provide technical guidance.
- Liaison between FSD and DHEWD.
- Exercising significant independence and initiative in the performance of responsibilities; receives general administrative direction.
- Performing other related work as assigned.
- Some travel, including overnight stays, may be required.
Qualifications - All you need for success
Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System in the Missouri Department of Social Services; and possession of a high school diploma or proof of high school equivalency. OR
A Bachelor’s degree from an accredited college or university; and, Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.
(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)
(A Master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)
(Additional qualifying experience may substitute year-for-year for deficiencies in the required education.)
