The Senior Information Technologies (IT) Application Developer/ ASPEN IT Owner role exists to ensure the Integrated Eligibility and Enrollment system effectively meets business needs and user expectations. The position connects stakeholders with technical teams, prioritizes system enhancements, and supports continuous improvement across the HCA enterprise.
The Senior IT Application Developer/ ASPEN IT Owner will:
Serve as the bridge between business stakeholders and technical teams to deliver user¿focused system features.
Provide technical expertise to guide system decisions and support application needs.
Resolve issues and coordinate system updates across IT and non-IT teams.
Collaborate with vendors, contractors, and government agencies to manage system operations and maintenance.
Ensure the system remains current, compliant, and aligned with organizational processes.
Share knowledge across the organization to support consistency and improvement.
How does it get done?
The Senior IT Application Developer / ASPEN IT Owner is responsible for leading system enhancements, coordinating stakeholder communication, guiding technical transformation efforts, and ensuring reliable performance of the ASPEN system. This role provides expert support, oversees delivery and compliance, and collaborates across teams to maintain smooth operations and continuous improvement.
Key responsibilities:
Leading design and planning for system enhancements, including defining requirements, conducting analysis, supporting release planning, and participating in testing;
Serving as a subject matter expert to guide product decisions and ensure user needs are understood;
Communicating effectively with stakeholders by clarifying requirements, adjusting based on technical input, and supporting backlog refinement;
Driving system transformation by partnering with business units, IT teams, vendors, and external partners;
Providing proactive customer support, managing incidents and escalations, and coordinating with other Product Owners on dependencies and best practices;
Monitoring performance metrics and contractual requirements to ensure compliance and inform future improvements;
Performing other duties as assigned to support system operations and organizational goals.

Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and three (3) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must possess or obtain a Defensive Driving Certificate.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required.
