POSITION SUMMARY
The Human Resources Specialist provides administrative support and assists with the day-to-day operations of the Human Resources department.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
1. Knowledge of the principles and practices of Human Resource administration.
2. Knowledge of local, state, and federal labor and employment laws, rules, regulations, and guidelines.
3. Skill in customer service.
4. Ability to maintain confidentiality of customers, peers, and branch/department.
5. Ability to work independently and with coworkers in a wide variety of situations with minimal supervision.
6. Ability to use all technology applicable to the essential functions of the job and commonly used by the Library.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
1. Tracks, maintains, and files documentation in employee files, including verifying employee data, performance reviews, disciplinary actions, and performance improvement plans. Maintains the Human Resources filing system.
2. Coordinates onboarding activities, including extending verbal and written offers of employment, communicating offer status to other Human Resources staff and hiring managers, new hire pre-employment screenings, documentation processing, orientation scheduling, and badge creation.
3. Coordinates offboarding activities, including tracking open positions and creating and sending separation letters.
4. Maintains and manages applicant tracking system [ATS], including recruitment and hiring templates, closing out filled positions and sending follow-up communication to declined applicants, and assists other Human Resources staff with job postings as needed.
5. Enters payroll changes into the Human Resources Information and/or Management Systems [HRIS/HRMs] and performs other processes or reports related to employee onboarding and offboarding.
6. Answers general Human Resources phone calls and emails and assists callers or transfers them to the appropriate Human Resources staff.
7. Provides clerical support for the Human Resources programs and administrative support for special projects, and assists with implementing services, policies, and programs through Human Resources staff as needed.
8. Coordinates position management documentation and activities.
9. Performs other general administrative duties such as distributing mail, crafting communications, proofreading, formatting documentation, and scheduling meetings as needed.
10. Supports and advances the Library’s mission of connecting people with the world of ideas and information.

12. POSITION QUALIFICATIONS
- Education: High School diploma or equivalent is required.
- Certifications or licensure: None.
- Years of relevant experience: Two or more years is preferred.
- Years of experience supervising: None
Hours:
Full Time - 40 hours per week
Salary:
Grade 5: $19.40 - $23.77 based on experience
