Job Summary
Icon Construction & Development LLC, a well-established heavy civil and utility contractor headquartered in West Linn, Oregon, is seeking an experienced Preconstruction Manager who will own the full preconstruction process—including detailed estimating, quantity takeoffs, and preferably design coordination/support—for public works, commercial, and private subdivision development projects throughout Oregon and SW Washington.
This role is responsible for leading pre-bid planning, cost analysis, quantity takeoffs, bid preparation, and value engineering for complex underground wet and dry utility installations, roadway reconstruction, large-scale site development, commercial building infrastructure, and private subdivision projects for cities, counties, ODOT, special districts, and private developers. The successful candidate will collaborate closely with project managers, superintendents, and design partners to deliver accurate, competitive bids while identifying opportunities to improve constructability, schedule, and profitability. Preference will be given to candidates who can actively contribute to or lead design development, constructability reviews, and design-assist efforts.
Responsibilities
- Lead full preconstruction efforts, including detailed quantity takeoffs and cost estimates for public, commercial, and private subdivision projects typically valued from $5M–$50M+.
- Analyze plans, specifications, geotechnical reports, and site conditions to develop accurate bids for utilities, roadways, site development, and subdivision infrastructure.
- Preferably support or lead design coordination, constructability reviews, design-assist input, and value-engineering recommendations during the design phase.
- Solicit and evaluate subcontractor and supplier quotes, negotiate pricing, and build comprehensive bid packages.
- Utilize estimating software to model costs for excavation, grading, piping, paving, and other civil elements; maintain and improve estimating standards and historical cost data.
- Identify risks, contingencies, and value-engineering alternatives to optimize bids and improve margins.
- Prepare and submit bids, including alternates, unit prices, and schedules, in compliance with jurisdictional requirements.
- Conduct post-bid reviews, handoffs to project teams, and lessons learned to refine future estimates and preconstruction processes.
- Maintain historical cost databases and track market trends for materials, labor, and equipment.
- Coordinate with project managers on change orders, RFIs, and cost forecasting during construction.
- Ensure estimates and preconstruction deliverables align with prevailing wage/Davis-Bacon requirements, SWPPP, and environmental regulations.
- Participate in and lead preconstruction meetings, client presentations, and design coordination meetings as needed.
Required Qualifications
- Minimum 3-5 years of combined estimating and preconstruction experience in public utility/infrastructure, commercial, and private subdivision development projects in Oregon or SW Washington.
- Proven ability to independently perform detailed quantity takeoffs and prepare complete, competitive estimates.
- Proven track record preparing winning bids for ODOT, Oregon cities/counties, Clean Water Services, or special districts, as well as commercial and private subdivision projects.
- Strong knowledge of Oregon Standard Specifications for Construction, local municipal standards, and prevailing wage requirements.
- Proficiency with HCSS HeavyBid, HCSS HeavyJob, and related software (required); experience with Bluebeam, AGTEK a plus.
- Excellent analytical, organizational, leadership, and communication skills; able to work under tight deadlines and manage multiple pursuits simultaneously.
Preferred Qualifications
- 6+ years of experience, with at least 3 years in a estimating or preconstruction role for utility/excavation, commercial, or subdivision projects in the Portland metro area.
- Demonstrated design experience or strong design-assist capability (civil design coordination, constructability input, or direct design involvement preferred).
Work Environment & Location Full-time position based out of our West Linn, Oregon office, with occasional field visits to project sites for site walks and bid preparation. Projects primarily located within the greater Portland metro area and throughout Oregon/SW Washington. Expect 40–50 hours/week, with flexibility for remote work on administrative tasks.
