Prepares records, forms, worksheets, and reports for right-of-way acquisition, relocation assistance, sale and rental of surplus properties, data management, claims and quality control. Meets with property owners and explains reasons for the need to purchase right-of-way, negotiates routine purchases and obtains documents necessary to acquire right-of-way.
Utilizes extensive knowledge of highway road plans and cross sections, county records and appraisal reports to determine property disposition or retention. Locate plans and identify potential surplus parcels, prepare circulation memorandum to R/W engineering staff. Research ownership of adjoining lands utilizing county records to determine pertinent information for issues that may affect the disposal of parcels. Obtain recommendations from FHWA and SC Department of Administration when necessary.
Prepares complex leases and documents of conveyance for review by Right of Way staff. Ensure that documents are properly executed and witnessed for recordation. Assist with closing out files after properties are sold.
Prepares bid sale packets, advertise properties and answer inquiries for bid sales. Negotiate direct offers in accordance with Department and Federal Highway Administration guidelines. Submit offers to the Property Manager and Director of Rights of Way and Director of Right of Way for approval.
Determines original fund allocation for road projects and ensure that proper crediting of monies received for property conveyances. Prepare forms for depositing and transferring money received from the sales and leases of surplus property, land and buildings to appropriate accounts.
Make recommendation to the Property Manager in determination of the Department's actions in either retaining or disposing of property. Prepare market analysis of parcels to be sold and order appraisals when necessary, according to Departmental policy and federal regulations.
Communicate by phone, email or letter with property owners, realtors, attorneys, appraisers, district and project engineers to verify necessary support of disposal or retention of properties, or to explain new right of way or conditions of sale.
Performs other related duties as assigned.
A bachelor's degree and one (1) year of right-of-way, real estate, property appraisal, or related experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal scheduled work week; especially during inclement weather.
