We are seeking an experienced Strategic Sourcing Program Manager to lead strategic supply chain initiatives supporting the procurement and manufacturing of Circuit Card Assemblies (CCAs) for aerospace and defense applications. This role is responsible for developing and executing sourcing strategies that strengthen supply chain resilience, reduce costs, and ensure uninterrupted delivery of high-reliability electronic assemblies.
The successful candidate will lead supplier work transfer initiatives, develop dual-source strategies for CCAs and electronic components, drive cost reduction programs, and collaborate with Engineering, Operations, Quality, and Program Management to support production and new product introduction. This position requires expertise in electronics manufacturing, supplier development, and aerospace quality systems.
Key Responsibilities
- Lead strategic sourcing initiatives for Circuit Card Assemblies (CCAs), Printed Circuit Board Assemblies (PCBAs), electronic components, and related manufacturing services.
- Develop and execute supplier work transfer strategies between Electronics Manufacturing Services (EMS) providers and contract manufacturers while minimizing production disruption.
- Identify, qualify, and onboard new suppliers to improve supply continuity, manufacturing capacity, and competitive pricing.
- Establish and implement dual-source strategies for CCAs, printed circuit boards (PCBs), electronic components, and critical commodities to improve supply chain resiliency.
- Drive supplier cost reduction initiatives through competitive sourcing, value engineering, design-for-manufacturability (DFM), should-cost analysis, process improvements, and commercial negotiations.
- Partner with Engineering to evaluate component substitutions, alternate manufacturers, and design changes supporting cost reduction and obsolescence mitigation.
- Manage supplier qualification activities, including First Article Inspection (FAI), process validation, production readiness reviews, and transition to full-rate production.
- Collaborate with Supply Chain, Manufacturing Engineering, Supplier Quality, Design Engineering, Quality Assurance, and Program Management to execute sourcing strategies aligned with production schedules.
- Support New Product Introduction (NPI) by ensuring sourcing strategies are established early in the product development lifecycle.
- Lead supplier negotiations for pricing, lead times, long-term agreements, capacity commitments, and inventory strategies.
- Monitor supplier performance across quality, delivery, responsiveness, capacity, and cost metrics while driving continuous improvement.
- Identify supply chain risks related to semiconductor availability, electronic component obsolescence, geopolitical constraints, and sole-source suppliers, developing mitigation strategies to ensure business continuity.
- Provide executive-level reporting on sourcing initiatives, cost savings, work transfer milestones, risks, and program status.
Required Qualifications
- Bachelor's degree in Supply Chain Management, Engineering, Business, Operations Management, or a related field.
- 7+ years of experience in strategic sourcing, supply chain management, procurement, or program management within aerospace, defense, electronics manufacturing, or high-reliability industries.
- Demonstrated experience managing supplier work transfers involving Circuit Card Assemblies (CCAs) or Printed Circuit Board Assemblies (PCBAs).
- Experience sourcing electronic components, printed circuit boards, and contract manufacturing services.
- Proven success implementing dual-source strategies and supplier risk mitigation programs.
- Experience driving supplier cost reduction initiatives while maintaining quality and delivery performance.
- Strong understanding of electronics manufacturing processes, including SMT, through-hole assembly, conformal coating, and functional testing.
- Experience negotiating commercial agreements and long-term supplier contracts.
- Strong analytical, project management, and cross-functional leadership skills.
- Excellent communication and stakeholder management abilities.
Preferred Qualifications
- Master's degree in Business Administration, Engineering, or Supply Chain Management.
- Professional certifications such as CPSM, CSCP, PMP, or Lean Six Sigma Green Belt/Black Belt.
- Experience with AS9100, IPC-A-610, IPC J-STD-001, IPC-6012, and related aerospace electronics manufacturing standards.
- Knowledge of electronic component lifecycle management, counterfeit component prevention, and obsolescence management.
- Experience with semiconductor allocation, long lead-time material planning, and electronics supply chain risk management.
- Familiarity with ITAR, EAR, and DFARS compliance requirements.
- Experience supporting military, commercial aerospace, or space electronics programs.
