About the Role - The Homeless Continuum of Care (CoC) Program Manager provides management, coordination, and strategic direction for the Mahoning County Homeless Continuum of Care (MCHCoC), the countywide system responsible for planning, funding alignment, and performance oversight of homeless services. The Program Manager serves as the primary liaison between the MCHCoC Board, the Board of County Commissioners, community partners, state and federal agencies, and the public.
This position is responsible for system planning, grant coordination and oversight, regulatory compliance, data-driven performance management, and continuous system improvement. The Program Manager ensures effective stewardship of federal, state, and local homeless assistance funding and supports collaborative efforts to prevent and end homelessness consistent with HUD, HEARTH Act, and Ohio requirements.
All functions must be performed in accordance with the Ohio Revised Code (ORC), applicable administrative rules, County policies, and County Core Values.

Key Responsibilities
· Lead and coordinate all activities of the Mahoning County Homeless Continuum of Care (CoC), providing strategic leadership to prevent, reduce, and end homelessness through collaborative community partnerships.
· Manage daily CoC operations and ensure compliance with HUD Continuum of Care Program regulations, the HEARTH Act, and applicable federal, state, and local requirements.
· Serve as the primary liaison with U.S. Department of Housing and Urban Development (HUD), the Ohio Department of Development, Coalition on Homelessness and Housing in Ohio, local governments, service providers, funders, and community stakeholders.
· Lead the annual HUD Continuum of Care funding process, including coordination and submission of the CoC Consolidated Application, grant oversight, compliance monitoring, and collaboration with funded agencies.
· Coordinate with County fiscal staff to support grant budgeting, reimbursements, financial reporting, recordkeeping, and audit readiness.
· Oversee system-wide initiatives, including Coordinated Entry, HMIS participation, performance measurement, and continuous quality improvement.
· Analyze system and program data to evaluate performance, identify service gaps, and implement strategies that improve outcomes for individuals and families experiencing homelessness.
· Prepare and submit required federal reports, including the Point-in-Time Count (PIT), Housing Inventory Count (HIC), Longitudinal Systems Analysis (LSA), System Performance Measures (SPM), and other required reporting.
· Develop, maintain, and update CoC governance documents, policies, written standards, and operational procedures to ensure regulatory compliance and best practices.
· Organize and facilitate CoC board, committee, and membership meetings; prepare agendas, minutes, reports, presentations, and other communications.
· Provide technical assistance, training, and capacity building to CoC partners while promoting equitable access to housing and homeless services.
· Represent the Continuum of Care at community meetings, public forums, and professional organizations, fostering collaboration and stakeholder engagement.
· Stay current on emerging trends, regulations, and best practices related to homelessness and housing systems.
· Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in public administration, social work, behavioral health, urban planning, or a related field.
- Experience with HUD Continuum of Care programs.
- Minimum of three (3) years of professional experience working with individuals or systems serving persons experiencing homelessness; experience with Housing First, permanent supportive housing, or coordinated entry. A combination of education and experience will be considered.
- Demonstrated experience working with government agencies, public funding, or grant-funded programs.
- Valid Ohio driver’s license and ability to travel locally and occasionally outside the county.
