Junior Procurement Specialist – Position Description
Strategic Results is seeking an experienced Junior Procurement Specialist who provides acquisition and contract administration support across a broad range of Federal procurement activities. Working under the limited direction of a Team Lead or Project Manager, the Junior Procurement Specialist assists Government personnel with market research, acquisition strategy development, source selection activities, proposal reviews, contract administration, contractor performance analysis, acquisition research, and preparation of procurement documentation.
The Junior Procurement Specialist supports acquisitions involving services, supplies, research and development, and major integrated projects. The position requires the ability to independently research Government directives, policies, and applicable statutes; compile and assess acquisition information; coordinate procurement documentation; and provide timely, accurate support throughout the acquisition lifecycle.
Key Responsibilities
The Junior Procurement Specialist shall:
- Conduct market research to identify potential sources, capabilities, acquisition approaches, pricing information, and other information needed to support Government acquisition planning.
- Assist Government personnel by suggesting or reviewing acquisition strategies and program management alternatives for consideration by the Government Contracting Officer.
- Support source selection activities, including taking a leadership role in coordinating and organizing required source selection documentation.
- Coordinate documentation and supporting information for Past Performance Assessments and Proposal Pricing Reviews.
- Obtain and coordinate appropriate rate, pricing, and technical review information necessary to enable the Government to assess contractor proposals.
- Compile and organize proposal information and other acquisition documentation to support Government evaluations and procurement decisions.
- Enter, maintain, and update contract data within Government contract management systems, ensuring information is complete, accurate, and current.
- Provide contract administration support for complex contracts of all types, assisting with the documentation, coordination, tracking, and administration of post-award activities.
- Support cost, schedule, and technical analyses of contractor performance across projects involving services, supplies, research and development, and major integrated efforts.
- Compile contractor performance information and assist Government personnel in assessing performance against contractual requirements and program objectives.
- Independently research Government directives, policies, and applicable statutes to address acquisition and contract administration issues within assigned areas of responsibility.
- Compile relevant information and perform assessments to support Government acquisition personnel in evaluating issues and determining appropriate courses of action.
- Participate in and support meetings, acquisition reviews, and program reviews, including coordinating information and preparing supporting documentation.
- Perform outreach and liaison responsibilities to facilitate communication, obtain required information, and coordinate acquisition activities among appropriate stakeholders.
- Prepare draft written materials, including acquisition documentation, correspondence, memoranda, reports, assessments, meeting materials, and other procurement-related products for Government review.
- Track acquisition and contract administration actions and coordinate required inputs, reviews, and supporting documentation.
- Maintain organized and complete acquisition files and documentation supporting procurement and contract administration activities.
- Perform assigned responsibilities with limited direction while coordinating significant issues or decisions with the Team Lead, Project Manager, or appropriate Government personnel.
Required Qualifications
Education: Bachelor’s degree (BA/BS) or equivalent.
Experience: Three (3) to five (5) years of relevant professional experience in Federal acquisition, procurement, contract administration, program support, or a related discipline.
The successful Junior Procurement Specialist will demonstrate experience supporting market research, acquisition planning, source selections, proposal evaluations, contract administration, and contractor performance analysis. The individual must possess strong research, analytical, organizational, and written communication skills; demonstrate the ability to interpret Government directives, policies, and applicable statutes; and be capable of independently completing assigned acquisition support activities while operating under limited direction.
